About the Role

As an AVSEC Controller - Regulatory Affairs, you will design, plan, execute, manage, oversee, and evaluate aviation security policies, standards, procedures, best practices, and AVSEC operations across the Emirates Group network. Liaise with outstations to ensure the effective implementation of the Aircraft Operator Security Programme, SSPs, and other SARPS.

Responsibilities

  • Investigate incidents occurring at hub and outstations, which may result or lead to non-compliance, violation, and/or compromises of the SARPS and recommend corrective measures after establishing the root causes and propose corrective actions to prevent similar occurrences in the future.
  • Oversee and advise on security measures, control processes, and procedures across all Emirates destinations and stations to mitigate potential acts of unlawful interference targeting aircraft, passengers, staff, crew, and ensuring smooth airline operations.
  • Facilitate effective coordination among all Emirates Group Security units to ensure smooth and organized network operations and timely decision-making. Collaborate with cargo security, airport security teams, the crime prevention unit, risk and threat management, hub operations, AVSEC training, and administration teams to enhance feedback, address issues clearly, and provide accurate solutions.
  • Collaborate and coordinate with various departments, including Flight Operations, Ground Handling, EKAS, SkyCargo, International Affairs, and others, as well as government agencies such as DA, GCAA, relevant authorities, and regulatory bodies. Ensure compliance requirements are met, address alternate procedures, implement program amendments, align processes, and resolve any inconsistencies, gaps, or variances.
  • Collect, analyze, and share security information while considering evolving terrorist threats and innovative methods leveraging advanced technologies and knowledge targeting air carriers. Stay informed about the activities and regulations of organizations such as IATA, ICAO, EU/ECAC, TSA, UK DfT, and others involved in developing AVSEC policies and guidelines.
  • Advise Group Security employees, ASMs, SkyCargo Managers, and relevant personnel at hub and outstations on security policies and procedures. Support outstation security employees during emergencies to ensure the organization's accountability is maintained.
  • Develop responses to contest alleged non-compliance and to mitigate the quantum of penalties (including monetary fines) imposed due to violations, non-compliances, findings, breaches, etc. by the Regulatory Agencies, customers, contracted service providers, and third parties.
  • Ensure that contracted aviation security companies/agents at outstations are delivering services in accordance with the EK Aviation Security Program and Manual, safeguarding Emirates from any legal or other liabilities.
  • Lead audits, inspections, and exercises conducted by regulatory authorities, customer air carriers, and third parties. Organize and coordinate with relevant units and departments to prepare for audits and examinations by industry entities such as IOSA, ISAGO, and CTPAT.

Qualifications and Experience

This job might be for you if you have:

  • Degree or Honours (12+3 or equivalent)
  • 5+ years of experience in Aviation/General Security
  • In-depth knowledge of aviation security, e.g., Annex 17 of ICAO
  • IATA's security regulations, bomb detection and its disposal training, extraordinary security procedures and measures in case of hijacks, accidents, and bomb threats.
  • Knowledge of the functioning of various departments working airside as well as landside.
  • Strong communication skills both written and spoken. Should have report writing skills.
  • Ability to maintain close relations with various departments, air carriers, aviation organizations/associations, and government functionaries considering the sensitive nature of the job.
  • Have a flexible approach and rational thinking to provide recommendations that are pragmatic in case of threat to aircraft.
  • Ability to work independently and take decisions when required. Ability to take initiative when issues arise.
