Employment: Full Time

Category manager is responsible for all sourcing and contracting activities of medical products/services defined under the assigned categories and to ensure the achievement of sourcing benefits and savings opportunities

Description

Strategy and Objectives

• Contribute to the development and refinement of company's Vision, Mission and Strategy
• Develop and lead the category's strategy in line with company strategy
• Set the objectives and continuously monitor progress towards realization of objectives of assigned category

Strategic Procurement

• Evaluate and prioritize strategic sourcing initiatives and develop sourcing plan
• Collect, consolidate and standardize end users' requirements for category under management
• Develop and execute category management strategies for value enhancement or cost reduction that result in tangible benefits, using sound knowledge on internal analysis and external market analysis
• Regularly re-evaluate strategies based on changing market conditions
• Liaise with the business to define category specifications and ensure that the business need is articulated in RFx (RFI/RFP/RFQ) specification documentation
• Prepare a detailed Request for Proposal (RFP), manage RFP process and analyze RFP responses in collaboration with end users
• Drive development of negotiation strategy
• Negotiate and finalize deals with suppliers in collaboration with end users and prepare business case for approval by company CEO/senior leadership
• Plan and initiate integration of suppliers and contracts
• Comprehensively manage the portfolio of contracts and agreements within the category including expirations, newly created/ requested, changes, and terminations
• Ensure effective risk and compliance management with regards to category management
• Ensure the consistent usage of sourcing methodology/processes and involvement of end users to ensure achievement of targeted sourcing benefits and opportunities, strategic sourcing process effectiveness and efficiency, as well as service level enhancements by suppliers
• Ensure compliance with laws and regulations

Organization, Resources and Monitoring

• Ensure that assigned category's strategy and objectives are well communicated and understood at all levels
• Ensure availability and qualification of assistant category managers and analysts through recruitment, training, development and performance management
• Provide input on category's recruitment plans and hiring decisions
• Meet established department KPI, SLA and individual annual goals and metrics

People Management

• Coordinate and facilitate routine meetings with end users, assistant category managers, tactical buyers and other appropriate stakeholders
• Enhance employee engagement and motivation
• Manage the overall performance of the department against the agreed service delivery standards and goals
• Evaluate performance of team members, provide guidance and counseling on career development, identify skill development needs and encourage team members to fulfill them

Stakeholder management

• Build strong collaborative networks with business partners and the relevant organizations, ensuring change management, effective communication and stakeholder alignment
• Communicate sourcing strategies and progress of sourcing initiatives to senior management within and outside the organization
• Regularly engage with end user organizations / company members to understand their needs, respond to enquiries and resolve problems in accordance to procedures and ultimately ensure to serve their best interest
• Support senior leadership with the engagement of new organization with the objective of expanding the members' portfolio
• Regularly engage with government entities, such as Ministry of Health, Department of
• Health and other regulatory entities to ensure continuous alignment on regulations and initiatives
• Directly manage relationship with suppliers, support in measuring their performance and implement corrective actions

Requirements

Job Qualifications

Education and Experience

Education, Skills and Certifications

• Bachelor's Degree in Business Administration, Pharmaceutical Sciences, Health systems management or another related field
• Master's/ MBA Degree is preferred
• English language is a must, Arabic language preferred

Experience

• 5+ years of relevant experience in procurement sectors
• Previous experience in a Health-related field is required

Critical Skills Required

Management skills

• Able to directly supervise and manage an experienced group purchasing team
• Able to quickly and clearly communicate the reasoning and intent of this new organization consistently to all stakeholders, especially during the set-up phase
• Excellent verbal and written communication skills

Procurement expertise

• Comprehensive background in procurement practices
• Must understand supply chain methodologies (ie. inventory management, warehousing and logistics)
• Intermediate to advanced experience with contract terms and conditions.
• Knowledge of Middle Eastern or UAE contracting / legal requirements a plus

Financial Acumen

• Should possess strong analytical skills and an understanding of procurement financial systems.

Systems experience

• Experience with various typical types of office equipment is required
• Intermediate to Advanced skills in MS Word, MS Excel & MS Powerpoint.
• Basic functionality in MS Access is required.
