Dragon Recruiting UK is urgently looking for a Chief Engineer- Configuration Management (Rail) for immediate start in a Railway project in Abu Dhabi.

JOB PURPOSE
Responsible for configuration management of rail assets (Physical Asset, Systems and Operational Software Systems and related supporting systems), execution, tracking, risk assessment, and documentation delivery to ensure that configuration management process meet or exceed the expectations of delivery across the organization.

KEY RESULTS ACCOUNTABILITIES
• Designs, develops, and implements complete configuration management policies, plans, procedures and processes to support Rail assets, systems and operational software systems.
• Establishes and executes configuration management solutions as required.
• Evaluates and selects configuration management tools and standards.
• Monitors library structure and procedures to assure system integrity, including procedures for collection, release, production, test, and movement/migration of components.
• Implements configuration patterns and practices to allow for consistent deployment to each environment in an isolated rollback capable fashion.
• Provides expertise, direction, and methodology.
• Initiates and manage Asset Lifecycle Management tools from concept through implementation processes.
• Participates in establishing Software versioning guidelines to allow for timely adjustment and revalidation for Rail Operational Software Systems.
• Ensure that operational software products meet all prerequisites (ex: code review) before releasing software to various environments.
• Reviews and adjusts the procedures for deploying new assets and software releases in coordination with other stakeholders.
• Functions as the technical liaison with release management planning, Configuration & Change Control Board (CCCB) communications, and oversight for best of breed build and delivery practices.
• Ensure compliance with all applicable laws, regulations, statutory obligations and Rail Agency policies and asset management plan.
• Participate in investigations, reviews, audits, briefs, and prepare technical investigation reports.
• Participate in the development of systems, process and procedures in support of daily operations of Rail Engineering.
• Implement relevant engineering, quality and operational standards, specifications, procedures and instructions for Configuration Management.
• Apply Rail Networks Configuration Management Policy and Procedures to existing, new, renewals, enhancement, replacement and disposal for Rail Networks.
• Maintains accurate and up-to-date information and availability trends through current Rail Networks.
• Represent Rail Agency in dealings with external agencies or members of the public as required.
• Comply with the policy in respect to the Stakeholders, Customers, Suppliers, and Employees.
• Undertake roles and responsibilities as detailed in this Position Description, Quality Procedures and Works Instructions as per Code of Conduct.
• Ensure achievement of targeted results in each key performance area as outlined in the plan.
• Provide regular reports as required by the Engineering Support Manager to ensure the outputs are produced efficiently, effectively and to a professional standard.
• Ensure staff under their control are aware of their responsibilities relating to OH&S, Environment, Rail Safety and Quality.
• Initiate actions to prevent the occurrence of non-conformances related to Rail Safety, OH&S, Quality and Environmental incidents or process deficiencies.
• Identify and record problems relating to Assets, process, OH&S, Environmental, Rail Safety and Quality issues.
• Initiate, recommend or provide solutions to Quality, OH&S, Rail Safety and Environmental issues.
• Collaborate with entire delivery teams to proactively ensure better quality by rapidly building, testing, & deploying deliverables via reliable and repeatable processes with traceability and evidence.
• Perform other responsibilities associated with this position when appropriate.

KNOWLEDGE, SKILLS AND EXPERIENCE
• Bachelor degree in Electrical / Electromechanical Engineering from a recognized university.
• 8 years of relevant working experience.
• Highly analytical thinking with demonstrated talent for identifying, scrutinizing, improving, and streamlining complex work processes.
• Computer-literate performer with extensive software proficiency covering wide variety of applications.
• Exceptional listener and communicator who effectively conveys information verbally and in writing.
• Resourceful team player who excels at building trusting relationships with customers and colleagues.
• Flexible team player who thrives in environments requiring ability to effectively prioritize and juggle multiple concurrent projects.
• Proven ability to develop quality standards, testing procedures, inspection reporting formats, and ability to conceptualize tasks and accomplish them.

• Innovative problem-solver who can generate workable solutions and resolve complaints.
