Dragon Recruiting UK is urgently looking for a Chief Engineer – Rolling Stock and Depot Equipment for immediate start in a Railway project in Abu Dhabi.

Reporting to : Engineering Support Manager

JOB PURPOSE
• To effectively carry out specialist technical services for the design, construction, operation and maintenance of Rolling Stock and depot equipment systems, to ensure the requirements of the Rolling Stock asset maintenance plan and projects are delivered, within budget and meet key performance indicators, whilst ensuring the provision of a safe and fit for purpose vehicles and infrastructure
• This role calls for the expertise of a Rolling Stock Engineer accountable for applying technical expertise relating to Rolling Stock and depot equipment systems to provide best practice engineering standards, technical advice and services internally and to external clients in order to maximise the safety and reliability of Rolling Stock and depot equipment throughout the asset lifecycle.
• The role is closely involved with facilitating the introduction of improvements in Rolling Stock and depot equipment while ensuring compatibility with, and the integrity and reliability of, the existing and future Rolling Stock.

KEY RESULTS ACCOUNTABILITIES

General responsibilities include, but not limited to:
• Engineering Authority and Governance
• Undertake the development and review of engineering, quality and operational standards, specifications, procedures and instructions for electronic Rolling Stock networks and related equipment, to ensure they are fit for purpose to support the safe, reliable and cost effective management of all assets.
• Ensure compliance with all applicable laws, regulations, statutory obligations and Rail Agency policy and the Rolling Stock network asset management plan.
• Participate in investigations, reviews, audits, briefs, and prepare technical investigation reports. Carry out assigned tasks and requests for assistance and support in compliance with Rail Agency objectives and all policies and procedures and documents.
• Review Rolling Stock network asset management policy, procedures and instructions,
• Identify risks associated with infrastructure management, and recommend appropriate control measures to reduce risk to an acceptable level.
• Participate in the development of Systems, Process and procedures in support of daily operations of Engineering Services

Engineering Systems
• Implement relevant engineering, quality and operational standards, specifications, procedures and instructions for Rolling Stock and related systems and Depot Equipment.
• Evaluate longer-term Rolling Stock and Depot Equipment enhancement proposals.
• Apply Rail Networks Configuration Management Policy and Procedures to existing, new, enhancement, replacement and disposal for Rolling Stock.
• Review new or revised Rolling Stock scopes, arrangements, plans associated with change to the configuration to identify risks, which may impact on engineering, operational or maintenance management and recommend appropriate control measures to reduce risk to an acceptable level.
• Perform the evaluation, testing and type approval of new Rolling Stock and depot equipment to establish their suitability for use as safe and reliable in the network.
• Maintains accurate and up-to-date information and availability trends through current networking.
• Provide technical advice on Rolling Stock and Depot Equipment matters, procure and manage external specialist resource as required.
• Provide technical guidance in Rolling Stock and Depot Equipment technologies, principles and performance, and interfaces to control systems, Electrical, Signalling, Track and other infrastructure to meet quality and safety standards in order to enhance their performance and improve the engineering capability.

Engineering Support
• Provide engineering technical support for the preparation, review and implementation of a quality regime for maintenance activities, including service schedules, maintenance procedures and instructions, test schedules, job safety analysis, risk analysis, environmental plans and other tasks.
• Monitor, report on trends and recommend solutions to improve Rolling Stock network asset condition capability and reliability
• Analyse statistical data and reports to identify root causes of maintenance problems and develop recommendations for improvement.
• Review and monitor the Rolling Stock Rolling Stock and Depot Equipment and make recommendations to overcome shortfalls.
• Provide engineering support for Rolling Stock and Depot Equipment asset management processes, including the development of the asset management system and implement new technology to improve asset management effectiveness.
• Support the implementation of best practice to maintain or to improve the current network.
• Review of proposed Rolling Stock systems designs when requested.
• Ensure the provision of suitable training materials, courses and handbooks with comprehensive up-to-date technical data on Rolling Stock and Depot Equipment, their application and installation, for designers, installers and maintainers of Rolling Stock equipment.
• Develop and Maintain a technical library of documentation and records for product and process compliance.
• Implement value engineering throughout the asset life cycle.
• Monitor and assist in all Rolling Stock related interfaces with other disciplines (Signalling, SCADA, communication, Power supply, Wheel/Rail, Noise, Vibration, depot design and maintenance vehicle specification etc.).
• Assist in the monitoring of Rolling Stock maintenance specifications and standards for electrical and Mechanical subsystems (e.g. collector shoe, HVAC, door control, propulsion and control , auxiliary power, wiring , Train Control and Monitoring system (TCMS), car body, Brakes, VAC , Bogies, etc.).
• Oversee the testing and commissioning of the rolling stock.

General
• Represent Rail Agency in dealings with external agencies or members of the public as required.
• Comply with the policy in respect to the Stakeholders, Customer, Suppliers, and Employees.
• Undertake roles and responsibilities as detailed in this Position Description, Quality Procedures and Works Instructions as per Code of Conduct.
• Ensure achievement of targeted results in each key performance areas as outlined in the plan.
• Participate in and support Rail Agency on-going Business Improvement processes.
• Provide regular reports as required by the Engineering Support Manager to ensure the position outputs are produced efficiently, effectively and to a professional standard.

As nominated, undertake project management tasks for renewal and project works, including but not limited to:
• Prepare project charter and functional scope.
• Prepare & issue scope of works
• Witness function associated with contract Rolling Stock works.
• Liaise with stakeholders to facilitate design/functional approvals.
• Provide specialist support on technical aspects of the project and liaise with nominated external specialist support resources.

Safety Accountability:
• Ensure staff under their control are aware of their responsibilities relating to OH&S, Environment, Rail Safety and Quality.
• Initiate actions to prevent the occurrence of non-conformances related to Rail Safety, OH&S, Quality and Environmental incidents or process deficiencies.
• Identify and record problems relating to product, process, OH&S, Environmental, Rail Safety and Quality issues.
• Initiate, recommend or provide solutions to Quality, OH&S, Rail Safety and Environmental issues.

FRAMEWORK, BOUNDARIES AND DECISION-MAKING
• All jobs assigned to him/her will be closely overseen by his/her supervisor.
• The incumbent is expected to make sound and well based decisions on a daily basis in respect to work being undertaken but would keep the Engineering Services Manager fully informed on activities. Direction would be received on non-routine matters and policy changes should they occur.

KNOWLEDGE, SKILLS AND EXPERIENCE

Education:
• Bachelors or Master’s degree in Mechanical or Electrical Engineering from a recognized university required or equivalent experience.

Experience:
• At least 7 years’ experience and demonstrated capability in Rolling Stock with specific experience the following areas: Rolling Stock design, construction, maintenance and operation in a comparable public or private sector railway organisation.
• A minimum of 5 years at senior supervisory level with awareness of the ever-changing technologies, standards and practices regarding design, installation, operations and maintenance related to the railway engineering systems is essential.
• Understanding of the operations of passenger stations, Central Control Room, master control system design and passenger trains a must.
• Demonstrated experience in the use of relevant engineering software and programming tools for Rolling stock and Depot Equipment systems, data acquisition and logging, signal analysis and simulation.
• Demonstrated capability in Mechanical or Electrical engineering with particular emphasis on one or more high level technical specialisations in Rolling Stock and Depot Equipment systems.
• Sound knowledge and solid experience in different aspects of railway engineering that interface with operations control. This includes power distribution system, environmental system, signalling, telecommunications, electrical, permanent ways, civil, structure and building services. Working knowledge of effective and efficient fault recovery and facilities management strategy.
• Experience in project management.
• Sound knowledge and understanding of Rolling Stock and Depot Equipment asset management processes.
• Sound knowledge and understanding of relevant technical and engineering standards, principles, system specifications and practices
• Well versed in engineering documents including specification, drawings, contract and sketches.
• Experience in using Quality Systems and Processes and technical assurance.
• Understanding of the relevant acts, regulations and standards that impact on the Rail Safety
