Job description / Role

Employment: Full Time

• Manage Department OPMS system is implemented correctly, and ensure lessons learned, progress reports/risks and change requests are managed in a timely manner.
• Advise in the development of the department annual budget and forecast of the department cashflow , tender plan, evaluate and recommend specific adjustments during the implementation to satisfy project needs.
• Participate in RTA Projects Portfolio Management, and identify Yearly recommended projects based on the priority criteria set every year.
• Participate in Updating the Strategic Planining initiatives related to the department goals & objectives.
• Benchmark the performance of Strategic Planning, against other entities and as per the plan every year.
• Audit ongoing projects in terms of their objectives and alignment with RTA laid down guidelines, ensure implementation of RTA EMPO polices, Project management Policies, Asset Management, Risk management & recommend improvement & development areas.
• Direct and analyze department strategic projects performance reports and statistical data to identify causes of related risks & develop recommendation & solutions for improvement.
• Analyze & monitor the performance of Strategic Planning, design projects and studies and advice the director accordingly & ensure mitigations are implemented.
• Ensure departmental operational processes are updated, adhered to, and recommend yearly or as required changes.
• Manage the department maximo system, insert contract request, follow up payments, resolve issues to ensure the department financial status is well managed.
• Manage risk system and ensure applying of internal audit & quality observations to develop works.
• Continuously review and update projects’ objectives to ensure conformity with RTA’s strategic plan and objectives.
• Conduct periodic reviews of the running programs/projects, committees/teams and highlight the project risks to management.
• Develop analytical reports formats, for advanced analytics serving different functions/ agencies to support decision making.
• Ensure that key performance indicators are developed for the department to enable effective monitoring of the department performance.
• Evaluate the consultants & contractors in terms of their capabilities & issue the performance reports on behalf of the department.
• Develop new initiatives to ensure RTA's sustainability and continual development of its operations.
• Prepare Reports and Presentations for the director as required and in coordination with section managers.
• Prepare and manage the flow of Department weekly meetings/workshops as well as other review meetings with DG office and CEO office are prepared with all presentations/reports raised on time.
• Perform other responsibilities associated with the position as appropriate.

Requirements

• Master Degree in Business Administration.
• Bachelor degree in Engineering: Civil / Architecture from a recognized university, and PMP certification is must.
• 10 years of relevant experience in project management.
• Knowledge of similar to RTA programs, Maximo, OPMS,ADDA,ERM, Budget and other organisational tools.
• Well-developed administrative skills and knowledge of quality, environmental and Health and Safety Management Systems such as ISO 9001, ISO 14001, 18001.
• Highly analytical thinking with demonstrated talent for identifying, scrutinizing, improving, and streamlining complex work processes.
• Computer-literate performer with extensive software proficiency covering wide variety of applications.
• Exceptional listener and communicator who effectively conveys information verbally and in writing.
• Resourceful team player who excels at building trusting relationships with customers and colleagues.
• Flexible team player who thrives in environments requiring ability to effectively prioritize and juggle multiple concurrent projects.
