Key purpose
The purpose of this position is to lead a number of engineering and maintenance teams to provide comprehensive engineering and maintenance services covering the buildings and structures, cleaning and landscaping for Dubai Metro.

Structure and reporting relationship
• Reports to the Civil & Track Manager
• Will manage a large team composed of Civil Engineers, Team Leaders, Inspectors and Technicians

Key accountabilities
• Lead in planning, management and allocation of resources to all aspects of maintenance activities covering building and structures, cleaning and landscaping around mainline, station and depot
• Supervise and oversee all aspects of engineering and maintenance activities pertaining to structures and building including all levels of preventive and corrective maintenance and minor modification works
• Supervise and oversee all cleaning and landscaping activities along the mainline, station and depot
• Carry out 24-hour on-call responsibility for incidents and emergency within its section
• Provide support, guidance and system assurance on the engineering and maintenance works of building & structures, cleaning and landscaping within the Engineering & Maintenance Department and to the O&M organization at large
• Lead in designing and developing engineering and maintenance plans, procedures and instructions for building and structure, cleaning and landscaping
• Deal with environmental issues relates to building and structure maintenance
• Ensure all new starters receive a full departmental induction and all necessary training for them to become competent in their role within their probation period in conjunction with the Training Department
• Ensure the on-going competence of all team members and arrange any training that may be required to ensure up-skilling and continuous development of staff capability
• Own the competence management system for the team and regularly audit competence records to ensure correct completion
• Review con-conformances raised against the department regularly and assign resource to close out overdue Non-Conformances (NCs) within agreed timescales
• Lead, manage and motivate the team, including coaching departmental supervisors or team leaders
• Complete annual and mid-year appraisals and identify any sub-standard performance or behavior and ensure corrective action through employee development plans
• Own departmental succession and development plans
• Ensure that employees understand how they contribute to departmental and organisational goals
• Comply with all Serco SMS Policies and Standard Operating Procedures and all local regional or contract related policies and procedures
• Perform and carry out duties as instructed/ directed by the Civil & Track Manager and the Engineering and Maintenance Director
• Meeting the Key Performance Indicators according to the targets agreed with the Civil & Track Manager
• Manage the buildings and structures maintenance, cleaning and landscaping to ensure outputs delivered are to an appropriate standard, on time and within the maintenance budget allocated for the building and structure section?

Requirements

Knowledge
• Ideally a degree or higher diploma in Civil engineering discipline or equivalent
• Professionally qualified with membership of a recognized engineering institution
• Knowledge of health & safety best practice is critical

Experience
• Minimum 7 - 10 years of relevant working experience in the maintenance of buildings and structures; such as structural inspection and analysis, and building maintenance and landscaping works implementation and review is preferable
• At least 3 - 5 years of supervisory and management experience with the ability to manage a building and structures maintenance section with an aim to minimise the unavailability and asset life cycle costs of the buildings and structures
• Experience in maintenance planning, preparing maintenance budget, maintenance plans and procedures, technical specifications, safety and quality plan as required

• Ability to design and develop maintenance plans, procedures and instructions for building and structure
• Ability to deal with environmental issues relates to building and structure
• Thorough understanding of all aspects of safety issues related to railway operations

• The role requires full professional understanding of a subject area/ specialized function supported by a professional qualification and will be responsible for setting objectives for the department/function/ team
• Takes actions to build a cohesive team in which all members are included and enables the team to contribute to the highest potential
• Decision making authority for operational and tactical decisions, within an existing framework; will impact a range of customer or contract related activity
• Manages teams within sub functions or related sub functions, including recruitment, performance management, motivation, capability and discipline of team
• Be aware of the Integrated Management System and the content of the Safety, Assurance & Environment and Information Security Policy Statements
• Understand the personal responsibilities and contribution of his/her staff (including subcontractors) in achieving compliance with the Integrated Management System, Competence Management System requirements, control measures and legal requirements
• Ensure any environmental impacts, job safety analysis, information security risk assessments and competence assessments within his/her area of responsibility are embedded in the management systems, and communicated to those affected with a complete understanding of the potential consequences of departure from the arrangements in place
• Exercise a personal duty of care for his/her own health, safety and welfare including those affected by the acts or omissions and promote the same within his/her area of responsibility
• Use safety equipment (including PPE) as required and ensure that this is also enforced within his/her departments amongst subcontractors and third parties working in Serco’s controlled premises/systems
• Ensure that a good SAE and Information Security culture is promoted within his/her departments amongst peers, subcontractors and third parties
• Lead by example ensuring ways to conserve energy, water and resources that minimize the generation of waste within his/her area of responsibility
• Protect information assets and data including both electronic and paper based from all threats whether internal, external, deliberate or accidental
• Promote a good SAE and Information Security culture amongst peers, subcontractors and third parties
• Conduct regular reviews on the SAE and Information Security Performance within his/her department for continuous improvement
• Carry out regular health and safety tours and inspections at various locations
