Job description / Role

Employment: Full Time

The Commercial Manager will be managing and administering various contract and commercial matters at Pre and Post Contract Stages, including Cost Estimates, Budgets, Planning, Tenders Administration Contract Management, in addition to Preparation of Bills of Quantities, analyzing tender returns, Tenders Administration and Proposal Preparation. Knowing that the clients' management is crucial to this position, he will be the focal point of contact with clients for commercial and contractual matters; leading and monitoring projects' commercial units to achieve acquired contracts' targets, in addition to meeting ASQ Hotels LLC's objectives.

RESPONSIBILITIES:
- Develop strong working relationships and understanding with ASQ HOTELS LLC’s business stakeholders, anticipate and take necessary actions to control areas of conflicts that can affect ASQ HOTELS LLC’s services delivery and reputation.
- Review and validate third party cost estimates reports and provide corrective actions when required.
- Successful delivery of the project within established budgets and contractual timeframes.
- Prepare Bills of Quantities for tendering.
- Manage contract formation and administration in compliance with clients' requirements in a timely manner.
- Overview contract administration activities to ensure that all projects are executed within the bounds of the contract and that the processes and procedures used are being performed as expected and necessary improvement recommendations.
- Prepare cost and schedule reporting for all projects. Monitor, manage and report on ASQ HOTELS LLC’s portfolio commercial aspects and propose mitigating actions at the earliest opportunity.
- Develop procurement strategies in line with project's specifics and circumstances to ensure adherence to clients' expectations and applicable procurement good practices.
- Provide proactive specialist expertise and advise on all projects changes including those changes applicable to scope; recommend or authorize appropriate actions within delegated authority.
- Assist in preparation and negotiation of commercial proposals.
- Prepare and administer tenders and lead negotiations for all projects.
- Monitor all portfolio potential early warnings and recommend mitigating actions on all commercial risk/claim events at the earliest possible.
- Work closely with client’s accounts payable department, provide updated reports on ASQ HOTELS LLC payment and invoicing, follow-up on consultants, contractors payments.
- Hold regular commercial meetings for all ASQ HOTELS LLC projects.
- Contribute to the development, communication and promotion of ASQ HOTELS LLC vision, mission and values.
- Prepare contract document per FIDIC form of agreements.
- Provide & lead strategies in consultants and contractors prequalification, evaluation and performance review.
- Review and verify payment application and ensure compliance with contractual terms.
- Keep track and report periodically on cash flows and earned value etc.
- Ensure recommendations for payment is consistent with contract terms.
- Identify, eliminate or minimize contractual claims.
- Liaise with client on periodic basis to ensure the client’s expectations are met.
- Performs cost management activities in accordance with the contract requirements.
- Provides the Project Team with commercial information through estimating and budgeting, risk management, interpretation of project information, change proposals and variance order analysis, trending and forecasting.
- Ensure costs are controlled within budget and authority, and that cost control is maintained from inception to completion.
- Proactively identifies changes that have a commercial implication and ensures that project changes are tracked and reported through the trend process.
- Prepares and presents cost engineering information to client and ASQ HOTELS LLC project team.

Requirements

- Bachelor's degree in Engineering or Quantity Surveying.
- Master in project management or business administration is considered as an advantage.
- MCIOB, MRICS
- At least 15 to 20 years experience acquired within developer & contractor or reputable service supplier in the construction industry.
- Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from Owner, Consultants.

CERTIFICATES, LICENSES, REGISTRATIONS:
- Certified contract manager by NCMA, MRICS, MCIOB or equivalent.
- PMI / PMP or any other equivalent project management certification.
- Estidama Certification – an advantage.

In general the work environment is of a head office, however site visit and deployment is applicable: construction site conditions are applicable when deployed to sites

In general ASQ HOTELS LLC will have project site offices, construction site condition apply: noise, dust, welding flash, mud, abrasion, and fall hazards are routinely present at construction job sites all ASQ HOTELS LLC employees will be required to wear proper PPE.

The noise level in the work environment is usually moderate.

This position requires extended workdays.
