Role Description: The Construction Manager is a key position within the organizational structure of a real estate Development Company. The foremost responsibility is to ensure the planning and execution of construction projects will meet the Owners project objectives. The Construction Manager will be able to work as part of a small team and will be able to work independently rather than manage others, being sufficiently assertive and confident to chair meetings with the contractor and consultants as and when required.

The Construction Manager will be involved from the early planning stages of the project, design and until handing over. The Construction Manager will provide valuable input regarding the constructability and build ability of the proposed design.

The Construction Manager will prepare/review the project sequencing and phasing of the projects in close coordination with the project stakeholders. The Construction Manager also participates in the conceptual development of a construction project and oversees its organization, scheduling, and implementation.

RESPONSIBILITIES:
ASQ’s Construction Manager (CM) is responsible for overall development and implementation of construction projects. The CM is responsible for coordination with internal and external customers, contractors, and suppliers, and administering construction projects.

GENERAL:
- Interpret and explain plans and contract terms to staff, workers, representing the owner and/or developer.
- Prepare/study job specifications to determine appropriate construction methods.
- Confer with supervisory personnel, contractors, and design professionals to discuss and resolve matters such as work procedures, complaints, and construction problems.
- Plan, organize, and direct activities concerned with the construction and maintenance of structures, facilities and systems.
- Ensure the Project is scheduled in logical steps and time is correctly budgeted to meet milestones.
- Ensure labour requirements are adequate to meet milestones.
- Monitor Project compliance with building and safety codes and other regulations.
- Assist in preparing contracts and negotiating revisions, changes, and additions to contractual agreements with the architects, consultants, clients, suppliers and subcontractors.
- Oversee the selection and contracting of workers who complete specific areas of the project, such as painting or plumbing.
- Ensure timely allocation and requisitioning of supplies and materials to complete construction projects.
- Prepare and submit budget estimates, progress reports, and cost tracking reports.
- Develop and implement quality control programs
- Implement timely and proper action to deal with the results of delays, bad weather, or emergencies at the construction site.
- Investigate damage, accidents, or delays at construction sites, to ensure that proper procedures are being carried out.
- Evaluate construction methods and determine cost-effectiveness of plans.

SUPERVISORY RESPONSIBILITIES:
Monitor contractor, suppliers and consultant’s staff performance related to construction activities.

Requirements

Experience:
- Minimum 10 years of progressive experience in construction manager position delivering multiple project types with a contracting company.
- Managing multiple stakeholders, securing authority approvals
- UAE Experience required
- Ras Al Khaimah experience an advantage but not essential.

Qualifications:
- Bachelor's Degree in Civil Engineering or Structure Engineering
- Master degree in Construction Management- is an advantage but not a must
- LANGUAGE SKILLS: Ability to read, analyze, and interpret common scientific and technical journals, financial reports, and legal documents.
- Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community.
- Ability to write speeches and articles for publication that conform to prescribed style and format.
- Ability to effectively present information to top management, public groups, and/or boards of directors.
- Good command of both Arabic & English language (oral/written) is required.
- PHYSICAL DEMANDS: The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.
- While performing the duties of this job, the employee is regularly required to use hands to finger, handle, or feel and talk or hear.
- The employee frequently is required to stand, walk, sit, and reach with hands and arms.
- The employee is occasionally required to climb or balance.
- Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus. The employee may be required to occasionally perform “hands on” construction to assist as needed or to perform certain work functions to keep the job moving and to get the job done.

Work environment:
- In general ASQ will have project site offices, construction site condition apply: noise, dust, welding flash, mud, abrasion, and fall hazards are routinely present at construction job sites all ASQ employees will be required to wear proper PPE.
- The noise level in the work environment is usually moderate.
- This position may require frequent travel and extended workdays.

Certificates, Licenses, Registrations:
- PMI / PMP or any other equivalent project management certification.
- LEED Certification – an advantage but not essential.
- Valid driver’s license.
