Contracts Engineer

Job description / Role

Job Objective: The Contracts Engineer is responsible in preparing and drafting commercial bids and tenders, estimates the costs of the project and ensures that the costs are controlled and monitored as per the approved budget. Also reviews various construction contracts and other legal aspects of the contract award and administration.

Responsibilities:
• Participates in planning pre-tender and pre-contract stages in order to select an appropriate contracting strategy on a given scope of work with the best pricing mechanism.
• Ensures that tender queries are issued in a timely manner with adequate clarity for any submitted clarifications. Also ensures that all bidders understand the scope of work.
• Executes proper contracts appreciation and ensure adherence to contractual conditions
• Evaluate, review and analyze contractor\'s claims and extension of time (EOT\'s) and to prepare the required report for Management\'s review / approval in order to resolve any contractual issues, claims and disputes.
• Able to analyze risks covering commercial aspects of tenders and contracts.
• Can perform complex and routine tasks of various facets assessing critical risk for all activities and implement control strategies and able to render optimized value.
• Adhere to Annual Budget setforth by the Management by proper planning, cost estimating and monitoring projects cost as possible.
• Assist and review of Contract\'s Department procedures, strategies and able to apply the aforesaid standards in various project contracts by keeping abreast of new trends, rules and regulations, provisions and restrictions in contracting industry in the U.A.E.
• Conducts field inspections of the projects progress to determine compliance with regulations, specifications and contracts. Bachelor Degree Holder in Civil Engineering or similar qualification
• Adept knowledge in preparing evaluation report, progress reports, bid tabulation sheet, drafting and review of tender document, contract formation, can handle claims for extension of time (compensation for delays, extra cost, etc.) and able to prepare counter claim if any.
• Identifies deficiencies and recommends improvement in the existing system by putting forward meaningful suggestions or advice on all tender and contract correspondence that should be in line with the agreed strategies in accordance with the company\'s policies and procedures in order to safeguard the company\'s interest.
• Attend Minutes of Progress Meeting and review / identify contractual issues if any, monitors progress and performance of contractors according to their scope of work and ensures that no work change request are issued without the required detailed Scope of Work
• Ability to maintain records, prepare reports and compose correspondence related to the work.
• Ensures that evaluation of tenders and execution of contracts documents are consistent with the approved policies and procedures of the company.
• Can perform other related tasks / work as assigned by the Line Manager.

Requirements

• Bachelor Degree Holder in Civil Engineering or similar qualification.

• At least 8 years of experience of which 5 years must be of professional experience in QS or Contracts Administrator or in a position assuming similar responsibilities with a leading Property Developer or Construction Company.

• Should have awareness to local, governmental regulation and code.
