Job description / Role

Employment: Full Time

Responsible for

- To be responsible for pre-award and post-award contracts management activities in relation to contracts managed by the Corporate Procurement Department.

Working Relationship

- To coordinate at all stages before and after award of contract in accordance with the RACI Matrix in the Procurement Manual
- To coordinate on legal and financial matters in accordance with the RACI Matrix in the Procurement Manual

Purpose of Interaction

- To coordinate the contractual and commercial discussions such as pre-award contract negotiations, variations & claims and contract close-outs

Objectives and Role Profile

Core Responsibilities

- Prepare Request for Expression of Interest and/or Pre-qualification to the potential bidders, assist in evaluation of responses and prepare Bidders Lists
- Examine scope of work and other information provided by End Users and/or consultants for completeness and consistency
- Prepare comprehensive ITT packages using standard forms and coordinate issuance to approved bidders
- Coordinate pretender meetings and site visits with bidders, as required
- Prepare all correspondence to bidders during the bidding period with necessary input from End User, where required
- Coordinate and attend technical and commercial bid openings
- Perform evaluation of unpriced commercial aspects of the technical bid and evaluation of commercial bid
- Prepare recommendation for award and Notice of Award
- Maintain and review computerized or manual records (contract logs and contract files)
- Prepare the contract document(s) conforming agreed changes to the ITT package
- Perform contract administration activities - bank guarantees, insurances, invoices, etc.
- Provide contractual advice to End Users and prepare contractual correspondence
- Review and evaluate variations and claims, prepare recommendations for approval of management and prepare contract amendments, as required
- Perform close-out of contractual matters upon completion
- Perform other relevant functions in the Contracts & Purchasing Department or Corporate Procurement & Support Department as assigned by the Corporate Contracts & Procurement Manager, and/or the Senior Corporate Procurement Support Officer and/or Senior Contracts Specialist

Strategic Responsibilities

- Ensure understanding, adherence and participation in relevant HSE requirements.

Requirements

Qualifications/Experience/Competencies

- Bachelor's Degree or equivalent in Engineering or Business Administration
- Written and Spoken English is essential, Arabic is preferred
- 5" 7 years of experience in pre-award and post-award contract management
- At least 2 years of experience in managing contracts in client organisations
