Employment: Full Time

Expanding leading international Project and Cost management company is seeking a well experienced Senior Cost Planner and Lead Estimator with a degree in Quantity Surveying and registered with MRICS. This is an excellent opportunity to provide leading role in the delivery of the Cost Management services to the clients in the business.

Requirements

Responsibilities:
• Reports to Operations Director – Cost Management (MENA).
• Provide Cost Planning and Estimating expertise on all major project types and sectors including: residential, hospitality, commercial, themed entertainment, education, transportation and infrastructure.
• Act as main point of contact with clients throughout the design development and project procurement phases.
• Prepare project plans, establish task orders, meet deadlines and deliver services on programme.
• Set up and develop estimating and cost planning documentation based on appropriate work breakdown structures based on primary industry standard formats; prepare accurate estimates at all respective design stages and implement associated commercial risk management processes.
• Provide value engineering services, including arranging and facilitating VE workshops.
• Develop tender documents for competitive bids including detailed bills of quantities.
• Provide continuing Estimating direction during construction phases.
• Review and estimate change orders and reconcile cost and change orders with GC’s or peer review estimator.
• Assist in management and training of Quantity Surveyors and Cost Managers.
• Participate in business development endeavours.

Qualifications and Experience:
• Suitably qualified construction cost professional with senior level experience in pre-contract estimating and cost planning and procurement.
• Suitable degree in quantity surveying
• 10+ minimum years of experience in estimating and cost management.
• A sound record of working in a reputable construction cost consultancy is essential.
• UAE Experience.
• Experience on a wide range of project types and scales; but in particular in developing cost plans for major projects and complex structures.
• Must have experience managing, leading and developing an estimating and cost team and will have led a multi-disciplinary cost-planning and estimating team on major projects.
• A track record that demonstrates having taken projects through cost planning into procurement and construction; with successful completion on budget.

Specific Skills and Capabilities:
• Demonstrate full understanding of construction cost estimating and project cost planning processes.
• Ability to prepare detailed, accurate cost plans and estimates.
• A working knowledge of proprietary cost planning software would be useful but the ability to develop estimates and cost plans from first principles is essential.
• Ability to develop relevant cost databases; implementing project cost analysis, data logging and collation, data management systems and bench marking methodologies.
• Will have a thorough working knowledge of all internationally common measurement codes and elemental formats.
• Shall have reasonable appropriate IT skills and preferably some knowledge of measurement and BOQ software, including BIM.
