Hill International provides program, project, and construction management services for clients in a range of sectors undertaking major construction projects across the world.

Our services include cost engineering and estimating, quality assurance, inspection, scheduling, risk management, and claims avoidance.

The roads & pavement expert serves as a specialist in roadway design and construction for major transportation infrastructure projects. The role focuses on ensuring that pavement designs meet performance, durability, and quality standards throughout the project lifecycle.

General description of role and responsibilities:

• Review the EPC contractors pavement design to confirm its suitability for expected traffic loads, climatic conditions, and design life.
• Verify that proposed construction methods, materials, and workmanship comply with relevant quality, safety, and technical standards.
• Apply in-depth knowledge of UAE codes, standards, and regulations governing transportation infrastructure.
• Provide value engineering recommendations to optimize pavement design while considering long-term operation & maintenance (O&M) requirements.
• Support coordination between design and construction teams to ensure constructability, performance, and lifecycle durability of roadway assets.
• Participate in design and progress reviews to ensure alignment with project objectives and sustainability goals.

Qualifications, experience, knowledge, and skills:

• Bachelor's degree in civil engineering or related field.
• Minimum 10-15 years of experience in road and pavement design and construction, preferably on large-scale infrastructure or PPP projects.
• Proven expertise in pavement materials, design methodologies, and performance-based specifications.
• Strong familiarity with UAE and international standards (AASHTO, ASTM, BS, or equivalent).
• Excellent analytical, coordination, and communication skills.
