Key purpose

The purpose of this position is to

- Lead, plan and provide comprehensive Systems Assurance and Engineering consultancy services to the RTA, interfacing with the Expolink Contractors on the Route 2020 Project.
- Provide professional and effective systems assurance, performance and integration services and resolve interface issues between different sections under Operations and Maintenance Departments across the Red Line Extension of the Route 2020 Project.
- Lead the centralised planning and performance team within Route 2020 Engineering department; to enable safe and efficient planning of all Project 2020 construction works, enabling works and system enhancements.

Key accountabilities

Key tasks

- Assist the Head of Route 2020 to formulate and implement the Engineering and Maintenance assurance strategy and direction
- Develop and implement the Systems Assurance Plan for Dubai Metro Red Line extension
- Ensure that prioritisation of the outstanding Red Line Extension construction works, including the outstanding punch list, is undertaken in accordance with the requirements of the O&M concessionaire, through close liaison with the Contractor
- Establish standards, procedures and instructions related to maintaining the safety integrity of the asset through the duration of the Expo 2020 Project
- Establish and maintain the assurance requirements and processes related to the delivery of asset enhancements through the Route 2020 Project Administration section
- Ensure that the introduction into service of new assets and maintenance equipment is managed safely, and in accordance with criteria established through the RTA Operations Review Panel, and terms of the Operating Certification
- Establish and govern a technical standards process, to support the Engineering & Maintenance activities
- Provide expert technical interface knowledge input to the ACCM process, ensuring that the impact of system configuration changes are understood and controlled across the O&M organisation
- Undertake Systems Assurance duties required through the Route 2020 mobilisation, notably the Hazard Transfer process, ensuring that the Red Line extension Operating Procedures and Work Instructions are developed with cognisance of the hazards transferred from the Contractor to The Operator
- Ensure compliance to maintenance standards is achieved through a programme of product audits and in process checks
- To ensure that changes to the engineering systems during the Route 2020 Project go through procedure and / or contractual amendments are enacted through implementation of effective change management processes
- Coordinate and facilitate all ACCA and PTW applications within the Route 2020
- To manage and control the Permit To Work process for the Route 2020 Project
- Review, advice, educate and assist the Contractor with PTW/PTE process
- Review, advice, educate and assist the Contractor with ACCA process
- Supervise and oversee all aspects of the Route 2020 interface works with Serco Performance and Planning team
- Plan the interface works to the appropriate priority and coordinate works with the Operations Department to avoid unacceptable impacts upon the provision of the Metro service
- Monitor overall Route 2020 interface works to ensure the availability of assets on a regular and routine basis
- Contribute to the configuration control of project works and provide technical support to ensure the proper management of the interface between project works and the operational Metro system
- Perform technical audit to ensure that established quality processes, procedures and instructions are being complied with
- Provide training, support and guidance on possession and infrastructure access within the Route 2020 team and Expolink Contractors
- Manage the Infrastructure Access team to ensure outputs delivered are to an appropriate standard on time and within budget
- Conduct performance review, disciplinary and grievance for Infrastructure Access Controllers
- Manage every aspect of the assigned project team specified within the Route 2020 organisation
- Handover/handback of the assets should be coordinated by project managers, ensuring correct documentation, training, spares are supplied where required
- Recommend to the Engineering Interface Manager priority for works where a clash may exist
- Hold regular meetings to align the maintenance and Expolink teams
- Perform and carry out duties as instructed/directed by the Head of Route 2020 Project

HSQE Responsibilities and Information Security Responsibilities

- To be aware of, and play an active role in the development and implementation of the Integrated Management System and the content of the Health, Safety, Quality & Environment and Information Security Policy Statements, to ensure that these are implemented within their area of responsibility
- Understanding of personal responsibilities and contribution, and those of their staff (including subcontractors) in achieving compliance with the Integrated Management System and Competence Management System requirements, control measures and legal requirements by contributing to, or leading environmental impacts and aspects assessments, job safety analysis, information security risk assessments and competence assessments within their area of responsibility. Ensure that the results of such assessments are embedded in management systems, that these systems are communicated to those affected. Ensure that staff understand them and the potential consequences of departure from the arrangements in place
- To exercise a personal duty of care for their own health, safety and welfare and for those affected by the acts or omissions and promote the same within their area of responsibility
- To use safety equipment (including PPE) as required and intended and observe that this is also enforced within their departments and among subcontractors and third parties working in Serco's controlled premises/systems
- Ensure that a good HSQE and Information Security culture is promoted within their departments and among their peers, subcontractors and third parties
- Lead by example and ensure that ways to conserve energy, water and resources and minimise the generation of waste are identified within their area of responsibility
- Protect information assets and data including both electronic and paper based from all threats whether internal, external, deliberate or accidental
- Promote a good HSQE and Information Security culture among their peers, subcontractors and third parties
- Conduct regular reviews on the HSQE and Information Security Performance within their departments and seek ways to continually improve

Safety Critical Competencies

- Carry out regular health and safety tours and inspections
- Communicating with Controllers (Operations, Communications or Maintenance).
- Communicating with persons responsible for a Track Possession, Worksite or movements of rail vehicles within a Possession
- Establishing, supervising and removing a safe system of work to protect the safety of persons working on or near the track
- Practical training or the supervision of practical training in any of the tasks defined as safety critical

Requirements

Essential qualifications

Knowledge

- Ideally a degree holder or higher diploma in industrial engineering discipline or equivalent
- Professionally qualified with membership of a recognised engineering institution

Skills

- Skilled manager in communicating, motivating, developing and performance managing staff
- Highly motivated and flexibility to work in a time-sensitive environment to respond quickly and effectively to unanticipated high workloads, events and emergencies

- Thorough understanding of all aspects of safety issues related to railway operations
- Project Management Education will be preferred
- Hold a valid UAE driving license with good driving skills and experience

Experience

- Minimum 5 - 10 years of relevant working experience in railway or revenue critical construction engineering environment;
- Minimum 3 - 5 years relevant work experience in maintenance planning, possession planning and infrastructure access control
- At least 2 years of management experience with the ability to manage a team of planners with an aim to ensure all possession works are planned efficiently, cost effectively and safely
- Experience in project planning, preparing concise notices, preparing budgets, procedures, technical specifications, safety and quality plans and procedures as required;
- Work experience in policy and strategy, risk assessment, policy implementation, documentation, information control, performance measurement, management review and continual improvement
- Experienced in holding a management post, with delegated authority for safety critical processes and systems
