The Company

Robert Half is working on an exclusive basis with a well-known Oil & Gas business based in Abu Dhabi. Due to continued success, they are now looking to recruit a Head of Planning & Budgeting.

The Role

Your role will be to manage and coordinate the end-to-end budgeting process and manage the overall budget to ensure budgets within divisions are adequately planned and adequate cost control mechanisms are deployed in line with the established guidelines, policies and procedures.

Principal Duties & Responsibilities:

* Ensure effective cascading of the functional strategy into department business plans to ensure vertical alignment and horizontal integration with other interfacing departmental strategies.
* Manage the effective achievement of assigned objectives through the leadership of the Planning & Budgeting department by setting of individual objectives, managing performance, developing and motivating staff to maximize sectional performance.
* Lead the talent development initiatives for the assigned department, collaborating with technical/discipline experts and thereby ensure the availability of talent to fit business requirements.
* Act as a role model and drive adherence to organizational values and ethics by employees of the assigned department to foster a value driven culture within the organization
* Manage the preparation and recommend the department budget and monitor financial performance versus the budget while ensuring all Planning & Budgeting activities are conducted in line with the approved guidelines.
* Lead the effective collaboration with all business partners (HC, Supply Chain, IT and Legal) in order to co-deliver defined key performance indicators (KPIs) in line with the overall business plan.
* Manage and ensure effective implementation of Planning & Budgeting department policies, procedures and controls covering all areas of assigned department activity so that all relevant procedural/legislative requirements, fulfilled while delivering a quality, cost-effective service.
* Lead the identification of opportunities for continuous improvement and sustainability of systems, processes and practices considering global standards, productivity improvement and cost reduction.
* Lead the development of budget forecasts based on organization's corporate plans, estimated revenues/costs and capital investments based on budget structure and rules in order to ensure budget forecast activities are accurate, reliable, and are conducted as per the established policies and procedures.
* Monitor the end to end budgeting process by recognizing potential budget problems, preparing budget based on objectives, understanding revenues, expenditures and costs, managing capital budget, monitoring budget variances and errors, adjusting ensure proper development and consolidation of annual budgets.
* Review and examine departments/ divisions annual budget submissions in order to ensure accuracy and completeness of budgets and ensure adequate justifications are provided to support the estimated costs and budgets.
* Lead/discuss and communicate the budget within the departments, clarifying variations and making necessary adjustments to ensure the departmental budgets are as per the budgeting rules.
* Review and finalize the consolidated annual budget in order to ensure alignment with Department of Finance guidelines and present the budget to the supervisor for further review.
* Lead the monitoring of departments / divisions' budget and spending and review monthly financial reports on budget against costs in order to analyze variances and report reasons in a timely manner.
* Lead the analysis and identification of appropriate cost control mechanisms in order to ensure timely corrective action is deployed to mitigate budget variations.
* Liaise with the departments to plan capital allocation by providing funding and commercial advice and designing and building economic models to ensure that adequate funds are available for nay investment.
* Provide technical expertise to the business in making significant merger and acquisition, investment, and divestment decisions by owning the capital/investment evaluation/modeling requirements.
* Provide financial and commercial support for the development of strategy and its implementation.
* Work closely with the Strategy department to provide financial and commercial support for the development and implementation of the overall company strategy.

Requirements

The Candidate

* Bachelor's degree in Finance and Accounting, Business Administration or any related field.
* 10 years of relevant experience in finance management.

Salary and Benefits

65,000aed - 85,000aed DOE
