Job description / Role

Employment: Full Time

The department head will be responsible for managing all activities related to the development of the business' HC and Emiratisation Strategy, organisation design and job analysis, manpower and resourcing plan, recruitment and the workforce analytics in coordination with the concerned functions.

Description:

Human Capital and Emiratisation Strategy

* Manage the development of the Human Capital (HC) and Emiratisation Strategy and its objectives in close coordination with the HC Director and the wider HC team
* Manage and monitor Human Capital performance by setting and monitoring appropriate KPIs to ensure achievement of the HC strategy and objectives and to identify improvement opportunities
* Manage the preparation of reports on HC activities, identify areas of progress and areas requiring improvement and develop action plans

Organisational Design and Job Analysis

* Manage the development and update of organisational structure and recommend amendments to the structure in coordination with respective departments
* Manage the job analysis process and ensure all roles have clear roles and responsibilities documented within their job descriptions

Manpower Planning:

* Manage and monitor the initiation, review and consolidation of resourcing and manpower requirements (based on information received from functions regarding exits, promotions, and transfers) into projections for annual resourcing and manpower budget
* Manage the manpower planning exercise taking into account Emiratisation requirements including workforce analytics to identify workforce requirements which translate into a clear recruitment plan
* Work closely with directorates to identify their workforce drivers, workload, changes in workload and other factors to build resourcing and manpower plan

Recruitment:

* Develop and update the organisation's recruitment strategy, plans, policies and procedures
* Monitor early indications of potential recruitment or retention difficulties and identify surpluses or deficiencies in certain positions
* Establish relationships with recruitment agencies and executive search firms, engaging with them when required to support with sourcing
* Oversee the interview and assessment process for all candidates, ensuring communication with candidates is consistent throughout
* Manage the issuance of offers and support with negotiations when required in coordination with the Rewards and HC Operations Team

Standard Responsibilities:

* Contribute to the development and execution of directorate/ section strategy, policies and procedures in alignment with the functional objectives taking into account the changing needs
* Manage the activities of direct reports to ensure that all work is carried out in an efficient manner, in line with the section plans, and policies and procedures
* Provide input into the preparation and consolidation of the function's budget and advise line management on risks and opportunities
* Implement the opportunities for continuous improvement of systems, processes and practices taking into account 'international leading practice' and changes in business environment, and leveraging insights. This includes managing the related change management efforts
* Promote and ensure adherence to company values (including sustainability, integrity, collaboration and innovation)

Requirements

The successful candidate will need to possess the following qualities:

* 12+ years of experience, with focus on TA
* Mixture of MNC and Local business experience plus
* Strong leader with proven track record of managing sizeable teams
* Strong stakeholder management skills
