Job description / Role

Employment: Full Time

Key purpose
• Provide management of HSQE in the workplace, ensuring consultation and communication amongst employees and management.
• Implement programs to provide a safe and healthy working environment for all personnel.
• Drive the HSQE risk management process within the company, provide support and educate staff in risk analysis/hazard identification, and review and development of policies, procedures
• Identify training needs and provide HSE training to staff, including annual testing of emergency responses
• Participate in external and internal audits of this system as required
• Communicate, report and monitor Serco’s Health and Safety KPIs and performance objectives to the HSQE Manager

Key accountabilities

The HSQE Officer is considered to be a subject matter expert on health and safety matters affecting Serco operations and is expected to:
• Provide specialist advice
• Promote a positive health and safety culture within the contract
• Identify health and safety requirements/improvements
• Help resolve any health and safety issues to an acceptable outcome
• Monitor the performance of Serco’s health, safety and quality programs

The HSQE Officer will be responsible for general HSQE responsibilities and administration, including but not limited to:
• Assist in implementing Serco’s HSQE Management System
• Identify and development of risk assessments for the site and assist in maintaining a comprehensive risk register
• Training and Induction of new employees in matters of health and safety
• Ensure Workplace Inspections are carried out regularly in all areas of Serco responsibility within the contract and communicate results to the HSQE Manager.
• Ensure Contractors that attend the workplace are inducted with Serco Contractor Management procedures and that relevant Licensing and SWMS/Risk Assessments are checked for compliance
• Training and Induction of new employees in matters of health and safety
• Assist the HSQE Manager in completing HSQE reports prior to submittal monthly for management review
• Review and comment on risk assessments, method statements from internal and service providers upon completion/receipt
• Conduct regular safety tours, safety audits, hazard identification and accident prevention programs
• Coordinate and participate in toolbox talks, safety briefs and health & safety meetings
• Initiate and coordinate accredited training programs for work health and safety requirements
• Initiate and organise education programs for all relevant members of staff in the areas of occupational health, safety and fire prevention.
• Maintain first aid supplies in accordance with legislative requirements
• Investigate the causes of accidents on site and recommend actions to prevent future occurrences
• Maintain records of all injuries and illnesses occurring at the work place in accordance with legislative requirements and provide statistical summaries of these records.
• Perform and carry out other duties as instructed / directed by the line manager and Facilities service manager or deputy.

Requirements

Education
• Nebosh Certificate, IV or diploma in occupational health and safety

Experience
• Practical experience in the principal HSQE functions

Skills/Knowledge/Attributes
• Good knowledge of ISO 9001, 14001 and OHSAS 18001
• Personal integrity and personal values consistent with Serco’s governing principles.
• Good analytical skills
• Articulate, well developed verbal and written communication skills.
• Sound computer skills
• Ability to work in a team environment
• Able to remain calm in stressful situations
• Commercially aware
• Good command of English language
• Knowledge of AD EHSMS, NFPA, HTM
• Knowledge of MEP and FM working environments
• Project management qualification/experience (e.g. APM)

• Participate when required in training and induction programs relating to HSE.
• Ensure compliance with the Serco Management System and all relevant business processes, procedures and work instructions to deliver all work with appropriate quality and governance standards
• Ensure security and integrity of all data provided including reporting performance, finance and customer information; reference Serco non-disclosure policy
• To exercise personal duty of care for their own health, safety and welfare and for those affected by their acts or omissions; reference SMS GSOP-HSE1-6 Serco organisational HSE responsibilities
• Ensure compliance with all training requirements of Serco and ensure adherence to these requirements at all times whilst in employment
• Report any accidents, incidents, breaches or potential breaches to appropriate management or the speak up process
