Employment: Full Time

JOB PURPOSE
To lead, manage, monitor, and report on the HSSE performance of a plant, ensuring harm prevention and the implementation, monitoring, and enforcement of HSSE management systems. The role ensures compliance with HSSE legal requirements, Group standards, and contractual obligations by all plant employees and contractors.

KEY ACCOUNTABILITIES

Technical Guidance and Services
• Lead the provision of technical and HSSE management support to the plant and all employees to ensure effective execution of activities.
• Conduct risk assessments and task reviews to identify and prevent potential HSSE hazards.
• Report HSSE metrics, indicators, and performance to the HSSE Country and Regional Manager in a timely and efficient manner.
• Conduct regular meetings with HSSE personnel at the regional/corporate level and prepare reports to prioritize actions and escalate HSSE issues.
• Develop and implement HSSE campaigns on-site to promote a strong HSSE culture among employees and contractors.
• Execute emergency drill scenarios and mock drills to ensure preparedness, proposing continuous improvement recommendations.
• Ensure immediate reporting and response to HSSE incidents using established emergency communication channels.
• Lead investigations of reportable HSSE incidents to identify root causes and recommend corrective and preventive actions.
• Implement and enforce security strategies for plant facilities, including access control, monitoring, patrols, and reporting, ensuring protection against threats, theft, or other violations.

HSSE Management Systems
• Develop, implement, and maintain the plant’s HSSE management system, including emergency preparedness, ensuring compliance with NOMAC standards, legal requirements, and contractual obligations.

HSSE Management, Monitoring & Reporting
• Conduct regular site visits and inspections, ensuring the effective implementation of the HSSE Management Plan/System.

Stakeholder Management
• Maintain positive relationships with regulators, emergency services, contractors, and other stakeholders to ensure mutual support and HSSE compliance.

Policies, Processes, Systems & Procedures
• Implement approved departmental policies, processes, and procedures to ensure work is carried out to the required standards and meets service expectations.

Continuous Improvement
• Lead and motivate the team to identify and implement improvement initiatives, programs, and projects in line with the organization’s standards.

Related Assignments
• Perform any other duties as required by the line manager.

People Management
• Manage self and team in line with NOMAC’s people management policies, ensuring adherence and maximizing employee contributions.
• Organize and supervise the activities of subordinates to ensure efficiency and policy compliance.
• Provide on-the-job training and constructive feedback to support employee development.
• Maintain strong working relationships with regulators, emergency services, contractors, and HSSE consultants to ensure compliance and support.

COMMUNICATION & WORKING RELATIONSHIPS

Internal:
• Works closely with the Regional HSSE department.

External:
• Builds rapport with Regulatory bodies, Emergency Services, Contractors, HSSE Consultants, and Advisors.

Requirements:

QUALIFICATIONS, EXPERIENCE & SKILLS

Minimum Qualifications:
• Bachelor's degree in Engineering.
• Certification from a recognized HSSE institution (NEBOSH, OSHA, IOSH, IEMA, etc.).
• Professional membership or association with an international HSSE Institution (OSHA, IOSH, IEMA, etc.).

Minimum Experience:
• 3-5 years of experience in HSSE within the Utilities / Energy sector.

Skills:
• Strong knowledge of local and international HSSE standards.
• Excellent communication and interpersonal skills.
• Strong leadership and people management abilities.
• Self-motivated, critical thinker with problem-solving skills.
• Ability to work collaboratively and effectively within a team.

Salary:
AED 20,000 per month inclusive of fixed allowances.
