I&C Engineer (Emirati National)

Job description / Role

Westlakes Recruit is currently recruiting for an experienced I&C Engineer (Emirati National) to support the Hassyan Power Plant on a permanent basis in Dubai, UAE.

Job Purpose:
To supervise and manage the instrumentation and control maintenance activities in the plant, including all preventive and corrective maintenance, systems engineering design, planned outage, and overhauling work activities for all instrumentation and control systems. Ensure compliance with overall maintenance plans, HSE guidelines, and quality standards to maintain plant availability and system reliability.

Key Accountabilities:

Maintenance Management
• Monitor preventive and corrective maintenance and overhauling activities to ensure safe and efficient execution.
• Ensure all documentation is correctly completed, including logs detailing faults, repair methods, and resource usage.
• Manage emergency breakdown responses and corrective actions to minimize downtime.
• Promote a condition-based preventive maintenance culture through troubleshooting and root cause analysis.

Troubleshooting and Technical Guidance
• Diagnose and troubleshoot Instrumentation and Control system issues to determine proper repairs.
• Review and analyze system maintenance data and conduct site engineering studies for reliability improvements.
• Prepare feasibility studies for system modifications, including technical evaluations and cost estimates.

Outage Management
• Forecast manpower and material requirements for timely execution of maintenance plans.
• Coordinate and support annual outage maintenance of critical systems, ensuring adherence to scope, cost, and timeline objectives.

Documentation
• Ensure maintenance logs and reports are completed accurately to support information availability.

Health, Safety, Security & Environment
• Ensure compliance with all relevant HSE procedures and controls.
• Work with the HSSE department to enforce safety regulations, conduct accident investigations, and implement preventive measures.

Material Management
• Prepare monthly and annual material, spare parts, and tool requirements for maintenance activities.
• Conduct technical evaluations to recommend suitable instrumentation, control, and automation spare parts.

Networking
• Develop and maintain effective relationships with internal departments and external contractors.
• Liaise with EPC/OEM contractors for technical guidance and operational support.

SAP Administration
• Supervise SAP processes within the maintenance section, ensuring adherence to guidelines for planning, scheduling, and data management.

Continuous Improvement
• Identify and implement initiatives, programs, and projects to improve maintenance practices.

Policies, Processes, Systems & Procedures
• Adhere to relevant organizational policies, standard operating procedures, and best practices.

People Management
• Supervise team activities to ensure objectives are met in alignment with policies and procedures.

Communication & Working Relationships:

Internal:
• Maintenance Manager / Engineering Section Head, Instrument Control Supervisor, Instrument Technician, and Operations Team.

External:
• Relevant contractors and vendors.

Qualifications, Experience, & Skills:

Minimum Qualifications:
• Bachelor’s degree in Engineering.

Minimum Experience:
• 7–10 years’ experience in Instrument and Control Maintenance within water desalination and power generation plants.
• At least 2 years in a supervisory role.

Skills:
• Practical expertise in Instrument and Control Engineering.
• Knowledge of downtime analysis and problem-solving tools.
• Familiarity with maintenance management methods, predictive inspection tools, and CMMS (SAP knowledge desirable).
• Project management and preventative/predictive maintenance expertise.
• Strong planning, organizing, and leadership skills.
• Experience in conducting at least one outage for critical instrumentation and control systems.
• Effective team collaboration and communication skills.
