Job description / Role

Employment: Full Time

The purpose of this position is to effectively lead and manage the Infrastructure Branch in achieving its objectives as stipulated under the Maintenance Standards of Serco Palm Jumeirah Transit System.

Structure and reporting relationship
Reporting directly to the Maintenance Manager, with a team of Mechanical Electrical - Team Leaders and Technical staff.

Key accountabilities
• Lead and manages Infrastructure team’s day-to-day running of maintenance work carried out by the Infrastructure Team covering Electrical Power System, Guide Beam & Structure System, Fire Protection, Air-conditioning & Mechanical Ventilation, waste disposal and Platform Screen Door/Station Doors System;
• Lead and give guidance to a number of Mechanical, Electrical & Plumbing services engineering and maintenance teams in carrying out all level of preventive and corrective maintenance activities and minor modifications on Mechanical, Electrical & Plumbing facilities covering platform screen doors system, station automated doors, building automated doors, portable electrical equipment, fire detection/suppression (FPS), ventilation & air-conditioning, lighting system, uninterrupted power supplies, lifts and escalators. Some of these systems are installed along trackside, whilst others can be found in stations and still some others in depots;
• Supervise and diagnose cause of electrical or mechanical malfunction or failure of operational equipment, replace faulty equipment and handover/taken back to the electro-mechanical workshop for repair;
• Plans, co-ordinates and implements maintenance and servicing activities to achieve performance targets;
• Coordinate and allocate resources to all aspects of technical activities to infrastructure on a day to-day basis;
• Responsible for the forecasting of material usage and spares requirements for maintenance programs of Infrastructure;
• Responsible for the Infrastructure maintenance operating expenditure & budget planning;
• Monitors, reviews and re-aligns staff development and provides guidance to new staff on the job;
• Conducts engineering and safety analysis, investigations and tests. Reviews work procedures, failures and defects and recommends solutions;
• Assist subordinates with the job familiarisation where required;
• Conduct performance reviews, disciplinary and grievance for Assistant Infrastructure Engineers and MEPS Technicians;
• Carry out 24-hour on-call responsibility for incidents and emergency within its section;
• Give guidance to Assistant Infrastructure Engineer and MEP Technician to maintain accurate maintenance records of Mechanical, Electrical & Plumbing Services, equipment performance, work accomplished and other information using a computerized maintenance management system;
• Assist the Maintenance Manager and/or other technical support staff to implement complex systems or new projects;
• Maintain accurate maintenance records of building services including Mechanical, Electrical & Plumbing facilities, equipment performance, work accomplished and other information using a computerised maintenance management system;
• Ensure compliance with Quality, Safety, Health and Environmental initiatives;
• Follow the relevant maintenance procedures and instructions to ensure compliance with Serco Palm Monorail requirements;
• Perform shift and emergency duties when required;
• Drive work vehicles when responding to emergencies and when required on duty;
• Perform and carry out duties as instructed/ directed by the Maintenance Manager.

SAE Responsibilities
• Awareness of the Integrated Management System and the content of the Environment, Quality, Health & Safety and Information Security Policy Statements;
• Understanding of personal responsibilities and contribution to achieving compliance with the Integrated Management System requirements, (including but not limited to competence to perform safety critical roles, legal requirements, control measures arisen from environmental impacts and aspects, job safety analysis and information security risk assessment) and the potential consequences of departure from the arrangements in place to deliver the commitments stated in the policies statements above;
• To exercise a personal duty of care for their own health, safety and welfare and for those affected by their acts or omissions;
• To use safety equipment (including PPE) as required and intended and observe that this is also enforced among subcontractors and third parties working in Serco’s controlled premises/systems
• Promote a good HSQE and Information Security culture among their peers, subcontractors and third parties;
• Lead by example and look at ways to conserve energy, water and resources and minimise the generation of waste through personal performance and raise recommendations on how to improve existing processes on this regard within/outside their departments through their Line Manager, Departmental Safety Meetings and any other appropriate available channels;
• Protect information assets and data including both electronic and paper based from all threats whether internal, external, deliberate or accidental;
• Promote a good HSQE and Information Security culture among their peers, subcontractors and third parties;

Safety Critical
• Ensure effective implementation of Preventive Maintenance/Corrective Maintenance tasks for the following safety critical equipment: Electrical Power System, Guide Beam & Structure System, Fire Protection, Air-conditioning & Mechanical Ventilation and PSD/SD System;
• Ensure effective implementation of the Safety Case/Safety Management System;
• Report any non-compliance or deviations on any violations or infringements affecting railway systems safety and/or occupational, health and safety matters;
• Responsible as team member of the Emergency Recovery Team

Essential technical and professional skills, knowledge and qualifications
• Reporting to the Maintenance Manager and leading the systems team providing a technical oroperational service;
• Responsible for achievement of annual service, including performance targets, control and performance of people (including discipline, etc).

Requirements

• Ideally a Degree holder or High diploma in electrical, mechanical or civil engineering discipline or equivalent;
• Working knowledge in maintaining and repairing motors and pumps, relays, I/O modules, control units, wirings, bearings, drive belts, coils, gearboxes, damper, values, impellers, motor controls,
• air handling units, chilled water system, fire alarm panels, fire pumps, UPS, batteries and diesel engines, etc. would be a definite advantage;
• Knowledge and experience in operating and in interfacing building management system is essential.

Skills
• Able to make quick decision and take appropriate action in response to incident or emergency situation;
• Able to coordinate and communicate clearly and effectively with others during an incident or emergency situation;
• Able to communicate effectively with direct reports, external agencies and other organizations;
• Possess strong PC skills including proficiency with MS Outlook, Word, Excel and Power Point applications and ability to learn new software based applications.
• Ideally a holder of valid UAE driving license.

Experience
• Able to understand the complex monorail systems and demonstrate proficiency in operating the various equipment and systems;
• Understand the principles and concepts underpinning the Maintenance Standards/Procedures;
• Understand the safety hazards and associated risks and mitigation measures in the monorail system;
• Minimum 2 years work experience as a qualified mechanical, electrical or building service
• technician in maintaining and repairing electrical and mechanical facilities covering platform
• screen doors system, lighting system, tunnel ventilation system, environmental control systems, fire fight system, LV power control system and emergency power supply system, lifts and escalators;
• Minimum with 3 year of supervisory and management experience in supervising a team of
• Building Services Technicians to carry out the maintenance activities.
