Our client is one of the six oil and gas "supermajors" and the fifth-largest company in the world.

As a Joint Industry Fuel Farm (JIFF) Site Manager based in Dubai International Airport, the main purpose of the role is:

• To manage the staff and operations of JIFF and act as the Oil Co’s point of contact at Dubai International Airport.
• To ensure that JIFF’s activities at Dubai International Airport are conducted safely and efficiently and in accordance with JIG Regulations and Standards for Operations and HSSE.
• To proactively develop excellent relationships with our ITP operations, customers/contractors representatives and stakeholders, including Oil Co’s, Department of Civil Aviation, Dubai Airport Authority, Fire Services, Police and other associated operators and agencies at DIA.
• To develop a well-motivated team of staff at JIFF committed to safety, efficiency, performance and teamwork.
• To lead, Manage, and be accountable for the Fuel Farm Operations, assets and the manpower in the Joint Industry Fuel Farm of Dubai International Airport.
• To be primarily responsible for all the Fuel Farm activities including planning, receipt, storage, quality control & delivery of products into DIA hydrant system, ensuring full compliance to JIG guidelines and established industry procedures in a safe and efficient manner.
• To oversee all aspects of Fuel Farm management, fire protection, safety, occupational health, environment protection, bulk stock control, budgeting and investment.
• To be responsible for upkeep of JIFF’s assets, initiate new project proposals, participate in the design reviews and co-ordination & execution of projects in the Fuel Farm and DIA fuel hydrant system

The main responsibilities include:

• Provide leadership and coaching to staff to ensure that all activities meet the highest expectations of JIFF/JIG Standards for Operations, Quality Control, HSSE, and Training.
• Confirm standards through regular auditing of the staff, facilities, equipment and activities associated with the operation and ensure all deficiencies are corrected.
• To continuously and actively assess and manage all risks associated with our operations, especially those associated with “Change” issues and non-routine activities.
• Lead, manage, train and coach staff to ensure a highly skilled, flexible and well-motivated operating team.
• Ensure that the operations are conducted with maximum efficiency without compromising agreed service standards and JIFF/JIG Operating and HSSE standards. Manage workload effectively whilst maintaining a reasonable home life balance for all staff.
• Take proactive action on HSSE and operational matters with other parties such as DCA, Airport Ramp Safety, Airport Authority, Customers/Contractors, Into-Plane and Other Ramp Operators.
• Maintain an up to date, location specific, Emergency Procedures Manual for all foreseeable incidents at the site. Ensure that all staff are thoroughly aware of the contents of the Manual through regular practice and discussions. Arrange emergency exercises in house and with others such as the Airport Fire Service to test procedures and train staff.
• Prepare the annual operating budget challenging existing costs and methods where appropriate to continuously improve the cost effectiveness of the operation. Authorize any purchase or expenditure within the approved operational budget.
• Maintain accurate and up to date stock accounting records. Ensure that all daily stock movements are properly accounted for. Report and investigate any instances where stock losses / gains fall outside of the laid down limits.
• Liaise with OMC, OCTC & DCA to ensure continued ability to meet current and projected service expectations.
• Maintain close contact OMC members to ensure understanding of JIFF’s expectations and strategy as it relates to Fuel Farm & DIA airport fueling operations.
• Liaise with Engineering Manager to help ensure satisfactory control and completion of projects and maintenance works, and budget provision for future.
• Liaise with HSE & Training Coordinator to ensure standards and systems are maintained at the highest levels.
• Liaise with OMC team to ensure adequate stocks of product are always held & replenished in line with the Oil Co’s agreements.

Requirements

The ideal candidate must have:

• Engineering graduate or High-level technical diploma degree in any engineering discipline.
• 15 years of experience in Petroleum Terminal Operations
• At least 5 years’ experience in a Senior Supervisor/Manager level in Terminal handling aviation fuel or in an airport depot.
• Proficiency in English & preferably with a working knowledge of local language
• Proficiency in Computer skills & MS Office
