Employment: Full Time

The role is responsible for overseeing the development and compliance of legal policies and procedures, ensuring alignment with federal, local, and internal standards. This role focuses on reviewing laws and regulations, providing compliance guidance and legal opinions/studies, fostering relationships with key stakeholders to adapt to regulatory changes overseeing research projects, and providing strategic insights on legislative and regulatory matters.

ROLES & RESPONSIBILITIES

Strategic
• Contribute to the achievement of department objectives by executing/ achieving the KPIs assigned by the line manager.
• Contribute to the development of operational plans, and financial budget for the department and support implementation within the section.
• Support the formulation and implementation of policies and procedures, within the section ensuring compliance with organizational standards.
• Act as the primary point of contact for external stakeholders, including government agencies, legal experts, and industry groups.
• Advocate for the organization’s interests in legislative matters and represent the organization at industry forums and policy discussions.
• Develop and analyze scenarios to forecast potential impacts of legislative changes on the organization’s strategy and operations.
• Identify opportunities and contribute to the implementation of process improvement/ digitization/ change management initiatives within the section.

Requirements:

Functional
• Oversee the creation of legal policies and procedures to ensure compliance with federal and local laws, industry standards, and internal guidelines.
• Manage the formulation and review of laws, regulations, and decrees pertinent to PCFC, ensuring they align with external legal requirements, and coordinate with relevant government stakeholders to publish these regulations officially.
• Supervise the drafting and evaluation of administrative decisions, regulations, policies, and circulars related to PCFC’s operations.
• Conduct performance reviews and provide feedback to team members to foster professional growth and maintain high research standards.
• Oversee and participate in detailed research on legislative and regulatory issues. Ensure accuracy and relevance in research findings.
• Assess the impact of changes in external laws and regulations on PCFC and its business units, providing guidance on compliance and updating internal policies to reflect legislative changes.
• Identify and implement improvements in research methodologies and tools to increase efficiency and effectiveness.
• Stay abreast of industry best practices and integrate them into the team’s research processes and procedures.
• Collaborate on the legal review and development of local and federal laws and regulations relevant to PCFC, working with the Supreme Legislation Committee of Dubai, Executive Counsel, and other governmental entities.
• Conduct comprehensive legal research on issues affecting PCFC’s operations, providing recommendations to address potential legal challenges and support decision-making.
• Evaluate risks associated with external laws and regulations and ensure appropriate measures are developed to mitigate these risks.
• Offer legal advice/opinion to PCFC’s business units and departments on policy implementation, regulation interpretation, and legislative matters as needed.
• Ensure accurate documentation and organization of research findings, legislative updates, and policy changes.
• Build and maintain strong relationships with external government authorities and key stakeholders to stay informed of regulatory changes and adapt quickly.
• Identify and implement process improvements and digitalization strategies to enhance the efficiency and effectiveness of legal review and documentation processes.

Organizational
• Contribute to the recruitment process by identifying and attracting top talent, ensuring a strong and capable team. Address training needs by developing and implementing comprehensive training programs
• Oversee performance management processes, including setting performance expectations, conducting regular performance reviews, and addressing any performance issues promptly and effectively.
• Ensure adherence to the policies and procedures of health, safety, and environment within the section.
• Prepare periodic & ad hoc reports and share them with relevant stakeholders for review and decision-making as requested.
• Ensure understanding, and adherence to the information security policies and procedures related to their day-to-day activities and safeguard information assets from unauthorized access (disclosure, modification, and destruction).
• Reduce the department’s risks by closing all audit findings from different entities such as IAD, FAD, ISR, ISO, and other certificates in line with the agreed deadlines related to the section.

Experience Required
• Required (Min. Experience): 8 years of experience in Legal Legislation including at least 2 years of experience in managing a team
• Preferred: Experience in a legal role, legislation, legal opinion and legal support.
• Education Qualification & Certifications
• Required (Min. Qualification): Bachelor's degree in Law, Legal Studies or a related field
• Preferred: Certified Legal Manager (CLM), Certified lawyer
