Key purpose

The Supervisor, with a bias to plumbing and pipe fitting will oversee the planning and scheduling of all technical and equipment resources required to deliver the service. This will include parts, labour and the input of the specialist service delivery partners to ensure that the pre-programmed work orders are completed in a timely manner.

Assist in the development of risk assessments and subsequent maintenance procedures and protocols including method statements, permits to work and ensure that they are followed when work is undertaken.

Structure and reporting relationship

Reporting to the Mechanical Engineering manager and line manager of the Mechanical Technicians.

Key accountabilities

Customers


- Assist in the risk assessments and development of Method Statements to ensure all tasks are carried out safely so as not to harm people, equipment or property.
- Assist in the development and monitoring of policies, procedures and protocols for mechanical equipment maintenance and repair services (including Permit to Work System and Emergency Procedures).
- Be responsible for overseeing the delivery of all planned and reactive tasks in accordance with the Service Level Specification requirements.

Operational Excellence


- Provide technical leadership and support to the technicians on all mechanical engineering systems including circulatory pumps, boilers, sterilisers, cooling towers, swimming pools, water distribution systems and associated equipment and control systems.
- Prepare and provide daily and monthly management reports and shift handover reports in a timely manner.
- In conjunction with the Estates Manager and Procurement, assist in providing scope of work and provide support for the selection of Specialist Service Partners.
- Plan, coordinate and supervise in house staff, consultants and specialist service contractors providing inspection of works to ensure quality of service delivery. Report all shortfalls.
- Assist in building surveys and asset collection and input into the development of the annual and 5 Year Asset Maintenance Plans, Energy Management Plans and the Condition Survey.
- Arrange and support any Insurance/3rd Party Inspections with external auditors.
- Provide a quality analysis and comment technically upon maintenance. Feedback from both in-house and specialist service partners on the quality of service and any recommended corrective actions to be taken.
- Ensure that work is to be performed as per HSE regulations, municipal by-laws, government legislation and Building codes.
- Provide and prepare estimates and quotations for small project works as and when required.
- Conform to all necessary internal and/or external approvals before, during and after maintenance and repair work including Permit to Work and LockOut / TagOut procedures.
- Ensure all mechanical services assets and plant rooms and building structure are in good repair and painted to promote the aesthetics of the assets and premises at all times.
- Participate in the Health, Safety & Risk programs including toolbox talks, health safety and environmental training related to work activities especially personnel safety and working at heights.

People & Culture


- Integrate and communicate effectively with mechanical engineering technical staff and other trade staff (Electrical, Mechanical, Controls and Cleaning) as required to complete all mechanical services works.
- Support the Maintenance activities of the technicians by providing specialist mechanical engineering knowledge and advice, associated with the full range of mechanical engineering building services equipment.
- Preparation of competency assessment and issuing of standing Instructions
- Maintain good and harmonious relationships with technicians, clients and visitors and respond to any complaints promptly. Identify any necessary steps to prevent inconvenience to tenants. Any issues to be reported to the helpdesk and onward processing to the Serco management.
- Develop and deliver a training matrix of the full range of Mechanical skills to support the development of Mechanical Technicians and also for other trade personnel to train into multi-skilled Technicians.
- Ensure delivery of regular tool box talks to the technical team.
- Ensure personnel issues and attendance records of their team are dealt with in an appropriate manner.
- Ensure compliance with the company Integrated Management System relevant to the position. Work with power and hand tools safely so as not to cause harm to self or others
- Provide technical support to other staff for the implementation of complex systems or new projects;
- Conduct performance review for Technicians
- Conduct disciplinary and grievance for Technicians
- Carry out 24-hour on-call responsibility for incidents and emergency within the department;
- Perform and carry out duties as instructed/directed by the Mechanical Engineering Manager or senior management from the company.

- Ensure compliance with the Serco Management System and all relevant business processes, procedures and work instructions to deliver all work with appropriate quality and governance standards
- Ensure security and integrity of all data provided including reporting performance, finance and customer information; reference Serco non-disclosure policy
- Ensure compliance with all training requirements of Serco and ensure adherence to these requirements at all times whilst in employment
- Understanding of personal responsibilities and contribution to achieving compliance with the
- Information Management Systems (IMS) requirements, (including but not limited to competence to perform safety critical roles, legal requirements, control measures arisen from environmental impacts and aspects, job safety analysis and information security risk assessment) and the potential consequences of departure from the arrangements in place to deliver the commitments stated in the policies statements above;
- Exercise a personal duty of care for their own health, safety and welfare and for those affected by their acts or omissions;
- Use safety equipment (including PPE) as required and intended and observe that this is also enforced among subcontractors and third parties working in Serco's controlled premises/systems
- Promote a good HSQE and Information Security culture among their peers, subcontractors and third parties;
- Lead by example and innovate to conserve energy, water and resources, minimise the generation of waste and actively recycle waste through personal performance and raise recommendations on how to improve existing processes on this regard within/outside their departments through their Line Manager, Departmental Safety Meetings and any other appropriate available channels;
- Protect information assets and data including both electronic and paper based from all threats whether internal, external, deliberate or accidental;
- Promote a good HSQE and Information Security culture among their peers, subcontractors and third parties;

Essential technical and professional skills, knowledge and qualifications


- Ideally a holder of Diploma in Mechanical Engineering or at least High School Diploma.
- Multi-skilled in mechanical / electrical works
- Self-motivated with sound analytical skills and work on own initiative.
- Fluent in the English Language both written and oral
- Problem solving and decision making
- Customer service focused
- Whilst the holder will take primary responsibility of the mechanical systems on site, they should be conversant with, and understand, the complete working of the building services systems including Mechanical, Plumbing, HVAC, power generators, electrical and electronic systems.
- Supervisory skills to motivate and control workforce
- Experienced in training team members
- Experienced in ensuring quality work from subordinates by inspection

Essential experiences

At least seven (7) years of experience with advance knowledge in building services electrical equipment and power systems.

Experience in mechanical building services equipment and associated systems and controls

Experience in working in a commercial building, hospital or other facilities management services environment

Typical physical demands include: high mobility to inspect all facilities in a high heat stress environment; high degree of manual dexterity to sufficiently perform computer functions on a keyboard, produce materials on a PC and operate basic office equipment, normal or corrected vision and hearing, extensive sitting, mobility sufficient to visit with departments or employees throughout the facility and lift up to 30 lbs.
