The project scope encompasses Project Management Consultancy (PMC) to provide services for fit-out, refurbishment, and construction projects related to buildings and warehouses (non-process related), within the Emirate of Abu Dhabi. The purpose of the PMC is to oversee all project execution activities on behalf of the client, and to provide project assurance for a timely completion of construction works within budget and to the required specification. The PMC is required to provide sound project management and controls, contract management, quality management, safety management, and environment management practices in accordance with recognized best practices.

Job responsibilities

The MEP engineer will be responsible for overseeing all mechanical, electrical, and plumbing aspects of fast-track construction and interior fit-out projects from the design phase through to execution, testing, commissioning, and handover. The role demands a proactive approach to design validation, quality assurance, safety management, and extensive stakeholder coordination to ensure projects are delivered on time, within budget, and to the highest standards.

• Design monitoring & validation: Proactively monitor and review MEP designs, calculations, specifications, and drawings to ensure compliance with project requirements, industry standards (ASHRAE, NFPA, etc.), and local Abu Dhabi authority regulations. Coordinate MEP design integration with architectural, structural, and civil teams to resolve design clashes and ensure a seamless project integration.
• Facilitate pre-bid meetings with contractors and ensure clarity on queries generated.
• Coordinate with all consultants, ensuring a unified response to the client’s vision, program, and standards.
• Provide technical support to the tendering and procurement teams, reviewing supplier quotations, and evaluating subcontractor technical proposals.
• Assist in managing the authority approval processes for all MEP-related services, liaising with relevant local authorities to obtain necessary permits and no-objection certificates.
• Site supervision & execution: Lead and supervise on-site MEP installation activities, ensuring all works are executed in strict accordance with approved shop drawings, specifications, and quality standards.
• Quality assurance & control (QA/QC): Implement and enforce stringent QA/QC procedures, conduct regular site inspections, and verify the workmanship of subcontractors and suppliers.
• Safety management: Ensure all MEP works comply with local health, safety, and environmental (HSE) standards and project safety policies, promoting a safe working culture on site.
• Troubleshooting & problem solving: Identify and resolve technical issues, design conflicts, and construction challenges that arise during the execution phase in a timely manner to prevent delays in the fast-track environment.
• Stakeholder coordination: Act as the primary point of contact for MEP matters, liaising effectively with clients, consultants, architects, main contractors, subcontractors, and suppliers.
• Reporting & record keeping: Prepare and maintain comprehensive project documentation, including daily, weekly, and monthly progress reports, inspection requests (WIR), material inspection requests (MIR), non-conformance reports (NCR), and as-built drawings.
• Progress & cost monitoring: Monitor project progress against the master schedule and budget, track material consumption, and report any potential delays or cost overruns to senior management.
• Testing & commissioning (T&C): Oversee all pre-commissioning, testing, and commissioning activities for MEP systems to ensure they function as intended.
• Handover: Coordinate the final inspections, snagging, de-snagging, and project close-out processes, including the preparation of handover documentation and final authority approvals.

Qualifications and experience

• Degree in mechanical and electrical engineering or equivalent certification is preferred.
• Eight plus years of MEP management experience in large scale commercial construction and refurbishment projects.
• UAE or regional construction experience is important.

Technical skills

• Extensive knowledge of MEP systems design, installation, testing, and commissioning, and familiarity with relevant international and local UAE codes and regulations.
• Proven MEP management, problem-solving, and communication skills. Ability to work under pressure, manage multiple tasks, and meet tight deadlines.
• Software proficiency: Proficiency in project management software, design coordination tools, and AutoCAD.
