Job description / Role

Employment: Full Time

Key Purpose

- Oversee the planning and scheduling of all resources required to deliver the engineering services (Electrical, ELV, General Trades, HVAC or Mechanical).
- Include parts, labour and the input of the specialist service delivery partners to ensure that all works are completed in a timely manner with no disruption to the Clients services.
- Provide technical and engineering expertise in all functionality of the systems, leading and guiding teams in carrying out the operation and maintenance within the facilities.

Reason for role

- Ensure all works are be carried out in accordance with the required PPM to meet KPI`s, statutory requirements and Company procedures ensuring compliance with HSE and QA/QC policies so as not to interfere with client activities and achieve full customer satisfaction.

Structure and reporting relationship

- Typically reporting to a Department Manager and accountable with the engineers, supervisory and operation teams.

Based on the specific requirement of the role

Key accountabilities

- Reporting to the Department Manager and assisting with managing the Engineers, Team Leaders & Technicians to meet contract expectations of performance and achieve the maximum operational efficiency and cost-effective operation of the site.
- Monitor and control expenses related to the electrical engineering department to ensure budget control in accordance with allocated contract expense and company procedures.
- Ensure procurement activities relating to the electrical engineering department and required specialist subcontractors are provided in accordance with Company Procedures and Procurement department procedures.
- Ensure all personnel undertake department briefings and induction activities to ensure all safety aspects of all works are understood by all personnel working on site to ensure safety standards and procedures are implemented and followed in accordance with contract requirements and Company guidelines.
- Where required, they will also act as the Approved / Authorised Person for conducting Risk Assessment and signing off Method Statements and Permits to Work.
- Ensure that QA is undertaken with reporting interaction with other departments of the Company to ensure QA/QC compliance is met.
- Be responsible and report on the planning and scheduling of men / materials for all aspects of electrical engineering requirements to ensure competent maintenance and reactive repair activity.
- Act as a liaison with contractors and clients managing any work interfaces and enhancements to project scope
- Review and evaluate technical submittals and shop drawings prior to submission to clients according to required project standards.
- Provide information and scope of works to assist the Management in preparation of Subcontract agreements.
- Assist in the recruitment, assessment and trade testing of capable technicians for the department.
- Manage the department to ensure that Service Level Agreements and Key Performance Indicators and customer satisfaction is met in line with contract requirements.
- Identify and scope additional works, technical upgrades and innovative improvements, to enhance the operational efficiency, contract deliverables, safety and customer satisfaction to improve the Company`s revenue and reputation
- Ensure that continual improvement safety and technical training is provided to all staff to enhance safety and quality of service delivery
- Ensure all areas of your responsibility are clean, tidy and all assets and building structure are in good repair and painted to promote the professionalism of the staff
- Participate in overtime, shift work and/or out of hours working as governed by the necessity to provide the emergency power service to the client.
- Participate in the Health, Safety & Risk programs including risk assessment of planned and reactive maintenance work activities.
- Provide effective verbal, written and electronic communication with the management, client, peers, subcontractors and project subcontractors as required.
- Ensure good HSQE and Information security culture is promoted within the department and among peers.
- Carry out other duties as directed by the line manager or member of the senior management team.

- To be aware of, and play an active role in the development and implementation of the Information Management System and the content of the Health, Safety, Environment & Quality and Information Security Policy Statements, to ensure that these are implemented within their area of responsibility
- To exercise a personal duty of care for their own health, safety and welfare and for those affected by the acts or omissions and promote the same within their area of responsibility
- To use and ensure the correct use of safety equipment (including PPE) as required and intended and observe that this is also enforced within their departments and among subcontractors and third parties working in Serco's controlled premises/systems
- Ensure that a good HSEQ and Information Security culture is promoted within their departments and among their peers, subcontractors and third parties
- Lead by example and ensure that ways to conserve energy, water and resources and minimise the generation of waste are identified within their area of responsibility
- Protect information assets and data including both electronic and paper based from all threats whether internal, external, deliberate or accidental
- Promote a good HSEQ and Information Security culture among their peers, subcontractors and third parties

Essential technical and professional skills, knowledge and qualifications

Technical and Profession Skills

- 6 years' minimum experience in working as an engineer in a building services engineering department within a facilities management organization.
- 5 years minimum experience of supervising multi-skilled maintenance team.
- Technically competent with a clear knowledge and experience of building services system, life safety and buildings controls systems.

Knowledge

- Strong communication skills and there will be a high level of accountability to manage, report and escalate any incident or event that may have an impact on services.
- Client, stakeholders and employee engagement will be an additional focus for the role
- Proficient and able to provide relevant supervisory and technical support
- A high competency in English language skills, excellent oral, written and interpersonal communication skills
- Able to foster good relations with colleagues and other departments and be a good team player
- Flexibility, excellent attention to detail and ability to identify key issues
- Able to work under stringent deadlines and a high pressure environment
- Highly motivated and flexible to work in a time-sensitive environment to respond quickly and effectively to unanticipated high workloads, events and emergencies
- Ability to think laterally and analyse and assess a range of information
- Ability to multi-task and analyse situations promptly and without bias so as to determine the proper course of action or alternatives without jeopardising human safety, quality and the committed performance targets
- Thorough understanding of all aspects of safety issues related to maintenance operations
- Proficient in Microsoft packages including word, excel and PowerPoint. Adaptable to use company systems as required to the operations.
- Ability to use AutoCAD, Visio, MS Project an advantage
- Excellent problem solving skills
- Ability to maintain employee, contractor and customer confidentiality
- Ability to effectively present information and respond to questions from groups of managers, clients and customers
- Quick on action and response times, ability to be flexible and manage priorities
- Preferably with valid UAE driving license.

Requirements

Qualifications

- Must hold a degree in building services High Voltage Electrical, Low Voltage Electrical or Mechanical Engineering, or recognized trade qualifications in building services maintenance or a high level of equivalent experience in a previous post

Additional / special features of the role

- The contract places a strong emphasis on managing performance and quality across service delivery in an environment requiring strategic stakeholder engagement. It also places a significant requirement to manage a team of multi-disciplinary Supervisors, operators and liaise with subcontractors and the client. Strong communication skills are critical to being successful in the role.
