Role Summary:

O&M Advisory Manager will be responsible for ensuring compliance with all operations and maintenance advisory aspects of the Operations & Maintenance Advisory Agreement between GE Power Services and the Customer for the assigned sites.

The role will provide leadership to the site Operations and Maintenance Advisors for safe, efficient and reliable plant operation and maintenance through Customer's Operations and Maintenance Workforce.

Essential Responsibilities:

• Provide overall management required for effective maintenance of all site equipment and system
• Develop and implement maintenance strategy based on a Reliability Based Maintenance program consistent with achieving maximum plant efficiency to meet customer requirements in the most safe, reliable, economical and environmentally safe manner
• Ensure implementation and effective utilization of Computerized Maintenance Management Systems (CMMS) at assigned Sites in coordination with the Customer
• Development and implementation of maintenance training programs for the continuous development of Customer's personnel
• Continuous development, improvement and auditing of a comprehensive site maintenance strategy utilizing a CBM philosophy, within a quality framework accreditable to internationally recognized standards and consistent with protecting the Customers investment while achieving maximum Power Plant availability at the lowest heat rate in a safe, reliable, economical and environmentally friendly manner.
• Establishing, maintaining and auditing routines, for all maintenance aspects of the Power Plant, within a quality framework accreditable to internationally recognized standards.
• Developing an overall Gas Turbine/Steam Turbine outage management package covering differing scopes, planning, quality & cost in coordination with the Contract Performance Manager
• Managing the Strategic Stock and BOP spares relevant to the O&M Agreement, including the management of the warehousing facility.
• Developing and maintaining effective relationship with the Customer's Central Engineering, Sourcing and Operations Departments & other stakeholders.
• Participating with the Customer O&M management team in developing & implementing a world class O&M strategy.
• Managing the maintenance & engineering budget of the assigned O&M sites
• Providing expert technical guidance on maintenance standards and repair techniques to minimize production losses.
• Development and draw down of various support contracts for effective maintenance of the power plant equipment.
• Establish Inventory Management for critical spare parts utilizing Computerized Maintenance Management Systems (CMMS) and ensures maintenance of optimum stock of spares and consumables.
• Ensure adequate and efficient execution of Routine and Planned Maintenance through GE O&M Advisory Staff by utilizing the Customer's Work Force
• Ensure compliance with requirements for environmental, health and safety requirements in applicable plant operation and maintenance activities.
• Ensure implementation of Log-Out/Tag Out (LOTO) System in accordance with the Customer and Contractor's policies and procedures in line with provisions of the O&M Contract.
• Recommend Facility modifications and upgrades to the Customer to enhance plant reliability and performance. Co-ordinate with GE O&M Centre of Excellence (CoE) team, GE Engineering and other O&M support team for the resolution of complex issues relevant to maintenance,
• Drive optimization of plant operation and maintenance strategies with the aim of achieving lower cost operation and/or increased efficiency and output.
• Ensure the performance and recording of periodic maintenance checks and tests of the plant equipment in accordance with Customer's requirements, equipment manufacturers' recommendations, applicable laws and Contractor's recommendations.
• Ensure preparation and submission of plant operation and maintenance activities reports as per requirements of the contract.
• Drive assistance to the Customer in set-up of the Facility Maintenance shop, Tool Room and laboratories;
• Ensure timely completion of plant root cause analysis for the technical events.
• Coordinate and facilitate Customer's arrangement of planned maintenance and, when possible, unplanned maintenance
• Conduct the training and qualification of Customer's operations and maintenance team as per guidelines of the contract

Requirements

Qualifications/Requirements:

• Graduate Engineer in Mechanical, Electrical or Controls from an accredited College or University.
• Minimum 8 years of combined cycle power plant O&M experience with minimum 3 years in management position.
• Proficiency in written and spoken English and French. Arabic an advantage
• Master's degree in Engineering is preferred.

• Ability to apply statistical methods for process improvement.
• Ability and willingness to travel from time
