Open Finance Lead

JOB CONTEXT

Open Finance will drive outreach to key stakeholders at financial institutions and Fintechs to build a pipeline of API data sharing partnerships. Entering a new era of open banking, the role holder will be responsible for enabling secure and reliable ways to access financial data through consumer-driven finance. The role holder will ensure the bank meets its mandate under UAE Open Finance regulations by fostering collaboration and compliance across the financial services ecosystem. The role holder will lead outreach and projects with financial institutions, fintechs, Nebras and other key stakeholders to strengthen the bank's position as a trusted partner in open finance.

This includes but is not limited to the below:

- Provide subject matter expertise on Open Banking API architecture - create standards, functional requirements, and best practices across the platform.
- Manage the end-to-end delivery of the Bank's Open Finance capability, ensuring full compliance with UAE Open Finance regulations and alignment with strategic objectives.
- Make informed product decisions based on relevant, current, and accurate information
- Provide appropriate API specs and business requirements for teams to implement new product ideas and features
- Work with the enterprise architecture teams to prioritise user research findings and ensure they translate into exceptional user experiences and differentiate its solutions
- Develop documentation for developers to understand how to access and leverage the platform
- Continuously pursue a strong knowledge of internal and external technology solutions, and maintain a strong understanding of applicable technologies, tools and services
- Participate in regional standards bodies to advocate and shape API standards that support the long-term strategy.
- Advise CIO and IT leadership team on a broad range of technology, strategy, and policy issues associated with Open Finance
- Serve as subject matter expert both internally and externally on relevant governance bodies

Requirements
QUALIFICATIONS

- Minimum of a bachelor's degree
- Background in Banking professional designation preferred Computer science
- Expert in API development, integration, cloud and server-side technologies, identity and authentication solutions
- Experience in Open Banking or Open Finance
- Experience Java and core Java libraries + Backend Frameworks and other languages such as Python, Scala or Golang.
- Experience designing solutions within microservice-based architecture
- Experience designing and delivering secure fail-safe systems and architecture
- Hands-on programming experience.
- Strong grasp of the fundamentals of money, banking, payments, finance, and related concepts.
- Analytical and review skills with the ability to draw the correct conclusions from reviews
- Time management and organization skills with the ability to prioritize and multi-task
- Understand and ensure compliance with all relevant internal and external rules, regulations and procedures that apply to the conduct of the business/function

About the Company

In 1969, when we at Commercial Bank of Dubai started out little did we know that sheer grit and determination would get us where we are today. An Emiri Decree issued by His Highness the Late Sheikh Rashid Bin Saeed Al Maktoum, the founder of modern Dubai, laid the cornerstone of Commercial Bank of Dubai. We started out as a joint venture of Commerzbank, Chase Manhattan Bank and Commercial Bank of Kuwait. A minority stake was held by a few UAE businessmen.

By 1982, little more than a decade later, we evolved into a National Public Shareholding company. A feat complimented by an exponential increase in the capital base and mammoth restructuring of our operations. The feather in the cap came when the Government of Dubai became a key shareholder.
