Operations Manager (Bridge Maintenance Projects)

Job Purpose

The Operations Manager will be responsible for the overall planning, execution, and control of bridge maintenance and related infrastructure works in Abu Dhabi. The role requires extensive hands-on experience in bridge maintenance or bridge construction projects within the UAE, preferably on Abu Dhabi Municipality (ADM) projects, ensuring compliance with contractual, technical, safety, and quality requirements.

Key Responsibilities

1) Lead and manage day-to-day operations of bridge maintenance projects across multiple sites in Abu Dhabi.
2) Plan, coordinate, and monitor maintenance activities including structural repairs, bearings, expansion joints, concrete repairs, protective coatings, and associated civil works.
3) Ensure full compliance with ADM standards, specifications, permits, and reporting requirements.
4) Oversee project schedules, manpower deployment, equipment utilization, and subcontractor performance to ensure timely delivery.
5) Coordinate closely with the Client, Consultants, ADM representatives, and internal departments.
6) Monitor project budgets, cost control, productivity, and resource optimization to meet financial targets.
7) Ensure implementation and adherence to HSE policies, risk assessments, and method statements in line with UAE regulations and ADM requirements.
8) Review and approve method statements, work procedures, inspection and test plans (ITPs), and quality documentation.
9) Manage and mentor project teams including Project Managers, Site Engineers, Supervisors, and Foremen.
10) Identify operational risks and develop mitigation strategies to avoid delays or non-compliance.
11) Support tendering and mobilization for new bridge maintenance or rehabilitation works, when required.

1) Bachelor’s Degree in Civil Engineering or related discipline (mandatory).
2) Master’s degree or professional certifications will be an added advantage.
Minimum 12–15 years of overall experience in bridge maintenance or bridge construction projects.
3) At least 8–10 years in a senior operational or managerial role within the UAE.
4) Proven experience on ADM bridge projects or similar Abu Dhabi government infrastructure projects is strongly preferred.
5) Strong background in maintenance of bridges, flyovers, underpasses, and related structures.
Strong leadership, operational planning, and decision-making skills.
6) In-depth knowledge of bridge maintenance techniques, materials, and best practices.
7) Excellent understanding of ADM standards, UAE construction regulations, and HSE requirements.
8) Strong stakeholder management and client-facing capabilities.
9) Proficient in project planning tools and reporting systems.
10) Ability to manage multiple sites and teams simultaneously under tight timelines.
