Employment: Full Time

Serco Middle East spends approximately £160 million with third party suppliers every year and are currently seeking an Operations & Procurement Manager. Procurement is responsible for managing all third party supplier arrangements including sourcing and contracting, contract lifecycle management and commercial supplier management to deliver competitive advantage to Serco.

Overall responsibilities of this role is to deliver end to end project solutions and deliverables that cover:

- Design, implementation and improved sourcing strategies, which deliver value for money and innovation in accordance with the agreed procurement strategy and business plans
- Cloud based supplier systems that cover supplier onboarding, contract management, tendering, savings and project management techniques
- Strategic supplier selection and expanded service and product database
- Development and negotiation of all supplier contracts
- Combining cross-functional teams, supplier relationships, technology and organisational capabilities into successful programmes

Structure and reporting relationship

This position reports to the Head of Procurement and has four direct reports; Procurement Specialist, Buying Support Administrator, Procurement Process and Compliance Specialist and Sourcing Lead,

Key accountabilities

Strategy Development

- Communicates strongly in all aspects of the Procurement function to the SME business
- Understands Serco & SME business strategy and how it impacts Procurement
- Designs and implements category strategies that deliver financial and other performance targets such as service, supply chain and risk management
- Undertakes rigorous business requirements analysis and aligns category strategies at all levels

Managing Complexity

- Work in a multi layered matrix organization, with competing priorities, must prioritise rigorously and consistently
- Manages large and complex supplier relationships and categories of expenditure

People Management

- Develops strong relationships with stakeholders to understand the business' needs and maintains relevant stakeholder maps, ensuring issues are understood and accounted for in the development of standardised working procedures

Negotiations

- Support the negotiation of agreements, which will be predominantly local to region for goods and services
- Develops and implements rigorous contracts for all critical, strategic and approved suppliers within the categories, incorporating service level agreements and continuous improvement targets

Technical Ability

- Develops and maintains detailed supply market knowledge and tools that drive innovative sourcing solutions
- Follows and implements appropriate process and policies to support category management e.g. demand challenge, budget planning, benchmarking to ensure improved procurement performance

Quality Management

- Facilitate and support the quality assurance and works with Procurement teams

Teamwork

- Able to seek participation and diverse viewpoints from all team contributors
- Can also operate well within a team environment

Supplier Management

- Support in the development and deployment of global standards, tools and working practices to improve supplier performance management within Serco
- Implements appropriate supplier management plans and manages reviews for strategic/critical preferred suppliers

Portfolio management

- Support multiple projects across a specific number of business critical issues
- Continues to look at efficient and effective procurement solutions in the categories including innovation

Requirements

Essential qualifications

- An experienced procurement professional of graduate calibre, ideally with a post-graduate qualification i.e. MSc/MBA, CPA, CIPS with extensive knowledge of sourcing and supply chain management and facilities management
- Essential technical and professional skills and knowledge
- Ability to deliver in accordance with client imposed project timescales
- Ability to support the procurement of a variety of procurement categories
- Strong analytical skills
- Sound knowledge of procurement, in particular sourcing good practice and processes - supplier rationalisation, supplier development and measurement
- Demonstrates track record in supplier selection, negotiation and complex contract management, delivering cost, revenue and profit targets
- Experience of risk identification, evaluation and mitigation and liaison with legal support
- Experience of negotiating supplier contracts including complex service agreements
- Has proven commercial acumen with excellent negotiation skills
- Excellent presentation skills, both written and verbal
- Able to work both independently and as part of a team with the ability to engage with key stakeholders at all levels
- Flexible and calm under pressure with the ability to manage changing priorities
- Experience in sourcing and supplier selection and negotiation as well as supply chain solution design
- Passion for understanding customer's critical issues and drivers and delivering compelling solutions to meet those challenges
- Strong understanding of key business and commercial issues within a public sector business services organisation. Will have worked in a complex changing environment with demanding business objectives in a competitive market sector
- Ability to engage credibly with senior stakeholders, developing and maintaining strong stakeholder relationships across a complex matrix organisation
