Planning Engineer - Construction

Job description / Role

Key Responsibilities
Project Scheduling and Planning:
• Develop detailed project schedules (using Primavera P6) and ensure they align with the project’s scope of work, budget, and timelines.
• Establish baseline schedules for each phase of the project and create recovery plans as needed.
• Identify critical paths and ensure that key milestones are met.

Progress Monitoring and Reporting:
• Monitor and track project progress, ensuring that all activities are completed on time.
• Prepare periodic progress reports (daily, weekly, and monthly) highlighting variances from the baseline schedule and propose corrective actions.
• Prepare monthly updates programmes on Primavera P6 highlighting the causes of delay (either internal or external)
• Analyze project performance using earned value management (EVM) techniques and report deviations.

Assessment of Productivity Rates for Installation Activities:
• Review and analyze the productivity rates for various installation activities.
• Benchmark productivity rates against industry standards and past project data to ensure optimal performance.
• Identify areas where productivity may be lagging and work with project teams to implement improvements or allocate additional resources.
• Conduct regular assessments of labor efficiency during installation phases to adjust the schedule if necessary.

Preparation of Extension of Time (EOT) Claims and Time Impact Analysis (TIA):
• Collaborate with the project team and legal advisors to prepare Extension of Time (EOT) claims due to project delays caused by unforeseen circumstances, changes in scope, or other factors.
• Perform Time Impact Analysis (TIA) to assess the effects of changes, delays, or disruptions on the overall project schedule.
• Provide detailed schedules and supporting documentation to substantiate EOT claims, including delay event analysis and impact assessments.
• Participate in discussions and negotiations with clients, consultants, and contractors regarding claims and delays.

Coordination and Collaboration:
• Work closely with the project team, including project managers, technical team, site engineers, procurement teams, and contractors to ensure alignment of project timelines.
• Provide accurate reporting on project status and progress to senior management.
• Coordinate with subcontractors and suppliers to ensure materials and resources are available as per the project schedule.

Risk Management:
• Identify and assess potential project risks related to delays, resource shortages, and other challenges.
• Develop mitigation strategies to address risks and implement contingency plans.
• Monitor the impact of delays and propose methods to recover lost time.
• Resource and Cost Management:
• Assist the cost control team in integrating the cost estimation with the schedule to produce an accurate cost-loaded schedule.

Documentation and Compliance:
• Maintain detailed records of all project activities, and changes.
• Support the development of claims for time extensions and justifications if delays occur.

Continuous Improvement:
• Regularly review and refine planning processes to improve project efficiency and performance.
• Train and mentor junior planning engineers and other team members in project planning best practices.

• 8+ years of experience in project planning within the construction industry, with at least 3 years in a senior role.
• Proficiency in Primavera P6 and MS Project.
• Strong understanding of construction methodologies, sequences, and best practices.
• Experience with cost management, resource allocation, and risk mitigation in large-scale construction projects.
• Experience with productivity assessment for installation activities and site performance analysis.
• Proven experience in the preparation of Extension of Time (EOT) claims and conducting Time Impact Analysis (TIA).

Salary:
AED 18,000 to 22,000 per month inclusive of fixed allowances.
