Procurement Manager

Job description / Role

Procurement Manager is the functional and operational manager of the Procurement Department. She / He is responsible for the day-to-day operations of the department, along with a team of Procurement Officers and Procurement Assistants that directly report into him. He is accountable for departments’ performance and all the associated Key Performance Indicators.

The Manager is responsible for operational as well as strategic aspect of the department - including policies & procedures, compliance, audit issue resolution. The operational aspect would include the sourcing of products and services as well as transactional processing. The strategic aspect would include building strategic vendor relationships, driving cost savings from procurement, developing junior team members. The procurement department would be supporting all three business units - TCT / Bion Industrial and Al Masrab.

Reporting to: Director - Supply Chain

Supervisory Responsibility:
- Supervise Procurement Officers and Procurement Assistants ~ 3 to 5.

Fiscal Responsibility:
- Procurement Manager will be authorized to approve all Purchase Orders. PO below AED 5K require approval from Procurement and Finance. PO greater than 5K are approved by Director, Supply Chain and PO greater than AED 50K are approved by CEO - incremental approvals. Procurement manager does not have any budgetary responsibilities.

Key Accountabilities:
- Develop and execute the sourcing strategy - all products and services required by the business units supported
- Procurement planning
- Negotiate with vendors for best terms / price / quality
- Vendor Management – Empanelment / Relationship / Assessments
- Scout for alternate products to help organization drive down costs
- Department Operations, Policies & Procedures:
- Develop and implement procurement policy and ensure compliance
- Remediation of all quality issues and audit issues
- Day to day departmental functions – including hiring / performance reviews
- Procurement Manager will play key role in hiring for his/her team as well as in management of daily operations. Manager will have the jurisdiction to select from approved vendors in processing transaction. Vendor selection / approval of new vendors is done by management - CEO.
- Manage the day to day operations of the Procurement Department
- Quotation process / review quotations and get necessary approvals
- Process PR / Place PO / Follow up on delivery issues
- Collaborate with Requesting Departments and Finance to forecast and plan procurement requirements
- Key Vendor Relationship Management - Vendor visits
- Liaise with accounting departments to ensure vendors are paid in a timely manner
- Scout the market to identify potential new vendors / new substitutes
- Support production and service departments by providing sourcing inputs – on material / lead time / price for product development and product pricing

Requirements

- Graduate Degree in Business Management, Supply Chain Management, Engineering
- Certification / diploma in Procurement / Supply Chain Management highly desirable – e.g. Certified Purchasing Manager
- 8-15 years of relevant industry experience with in-depth familiarity of finished goods and associate raw material
- Direct experience with trailer manufacturing business highly preferred and desirable
- Exposure to heavy manufacturing experience is mandatory
- Technical expertise is mandatory either through educational background or work experience.
