Employment: Full Time

The Market Recruitment Specialist is required to proactively provide professional support to the leadership team and enable sourcing of the best candidates in the marketplace.

The Market Recruitment Specialist will facilitate the organisation in achieving its desired growth plan through coordinating the process from screening of CVs to on-boarding sessions for industry experts, Management services personnel. The role will also involve adhoc HR tasks, on a regular basis.

Key Objectives
• Support and coordinate professional end to end recruitment services
• Develop and manage a recruitment database ensuring that the details of quality candidates are maintained and utilised for future vacancies
• Ensure that recruitment processes are maintained in line with company policy and best practice for data protection and equal opportunity legislation

Key Responsibilities

Recruitment Planning
• Work in partnership with Unit Leader / HR / Partners to support the realisation of the annual recruitment plans for the Unit
• Liaise with leadership teams and issue regular reports and presentations
• Ensure that all jobs have a defined and approved job description at the commencement of any recruitment campaign
• Gain approval from the appropriate channels prior to proceeding with the recruitment process on any position

Internal Recruitment
• Work with the EMEA contractor team to search for internal candidates to fill open positions
• Work with global mobility team and HR teams to support transfer requests and a seamless transition for internal transfer candidates to Dubai in getting organized and relocated successfully.
• Ensure vacancies are advertised internally where appropriate in order to support a culture of personal growth

External Recruitment
• Act as the coordination point of contact for recruitment for experts, Management Services and experienced Experts.
• Liaise with the Marketing team to support the design and writing and/or review all regional job adverts for placements on the company intranet and/or internet websites; relevant publications and any other websites within the agreed timelines
• To develop and maintain a list of contacts and proactively monitor the relationships with candidates, Alumni and recruiting agencies in collaboration with the Recruiting team
• Support the building of relationships with local and international recruiting agencies
• Manage the recruitment database in Taleo ensuring that the details of quality candidates are maintained and utilised for future vacancies
• Identify new sources for advertising in order to source the best possible candidates
• Execute the advertising and “reach-out” campaigns to candidates via relevant channels including social media, e-mail and others
• Maintain a current view on the competitive marketplace and recruiters in the region in close collaboration with the Compensation & Benefits team
• Source suitable employment branding opportunities to establish the company as an employer of choice internationally (IDCN, Newsletters,...)

Recruitment Administration
• Support the end to end recruitment process across the region
• Work with the leadership team to develop detailed job descriptions before launching a new search
• Manage the application process ensuring candidates are responded to professionally and promptly at relevant stages of selection
• Manage the TALEO data base
• Perform initial CV screening against key duties and responsibilities where appropriate
• Coordinate and manage the interview process with relevant department managers, partners and principals
• Manage the timely and professional delivery of administration related to the offer process: production of offer letters, contracts of employment and reference requests
• Ensure contracts are issued signed, filed and scanned, and maintain the contract database
• Ensure that all new starters’ documentation is collated and processed, ensuring the company is legally compliant with legislative and administrative requirements (new starter forms, input details into People Soft database system, photograph, personnel file created, etc)
• Manage flights booking and accommodation for overseas staff as required, with the support of our HR and Recruitment coordinator

Compliance with legislation
• Ensure recruitment processes are maintained in line with company policy and best practice for data protection and equal opportunities legislation
• Ensure that the company is legally compliant with legislative documentation regarding foreign national’s right to work
• Keep up to date with current employment legislation and ensure that line managers are effectively briefed on any relevant changes
• Provide guidance to recruitment managers on the interview process, techniques and legal framework for interviews

Reporting and Budget Control
• Produce timely reports relating to vacancies, staff turnover and recruitment costs

General
• Support the continuous improvement of HR processes and practice within the region and across the group
• Carry out such other duties which are consistent with the nature and responsibilities of the role

Requirements

• Proven work in the experienced hire recruiting function of a professional services multinational
• Experience in managing senior business partners, agency relationships and high level candidate communication
• 5+ years of working experience in GCC
• Highly motivated and committed
• Excellent written and verbal communication skills in English and Arabic
• Self-motivated and structured approach to work
• Flexibility to address project-specific and ad-hoc recruiting needs
• Bachelor equivalent ?education
