Our client, a government entity based in UAE is currently looking for a Program Controls Manager

Role Description:
The Program Controls Manager will responsible to control, track, monitor, and manage program level control functions in order to effectively coordinate and manage all program stakeholders and sub- contractors in support of the program. The Controls Manager will be supported by the Commercial Manager and the Finance Manager.

Tasks and Responsibilities
• Develop and maintaining a cost control system that will provide details of the approved budgets, commitments, expenditures and estimated total costs to complete the total Alpha Stream program.
• Change control management across the program with support from the Commercial Manager and the Finance Manager.
• Control and report against the progress of all stakeholders in support of the program ensuring all appropriate resources are allocated and utlised.
• Track, coordinate and control of all program stakeholders and sub-contractors across the program in order to fit-for-purpose, efficient, cost effective services, infra-structure and sub-systems for the program.
• Ensure that the PMO prepares and maintains a contract and procurement schedules based on the agreed contracting plan.
• Develop and manage the program Integrate Master Schedule (IMS) through:
• Earned value /progress management.
• Performance analysis.
• Validate sequencing of design, procurement, logistics, construction, testing and commissioning and handover program stakeholders and sub-contractors.
• The schedule is to identify all major activities, key milestones and the integration of the sub-contractor and stakeholder schedules from the commencement date to the time for completion and shall serve as a tool for management of the overall project duration, critical paths and key dates
• Develop and implement strategies that support the delivery of the program through the effective co-ordination of risk, cost control, planning and scheduling.
• Manage, identify and report on changes to the overall IMS and implement strategies to mitigate risks as appropriate.
• Will be responsible to review the monthly report prepared by the PMO and will be required to provide commentary on it.
• Preparing the documentation required to advise the client of an increases or decreases in capital cost or changes in the schedule for whatever reason.
• Oversee the development of all program monthly invoices with support from the Commercial Manager and the Finance Manager.
• Develop the Monthly Progress Report with input from the other members of the team.
• Mange the development of the program budget on a quarterly basis with support from the Finance Manager.
• Other tasks as directed by the Client.

Requirements

• The candidate should have a minimum of 20 years' experience as a project controls manager on infrastructure projects.
• The candidate must have been the project controls manager on projects that had a capital value in excess of AED500 million.
• The candidate must have a degree as a quantity surveyor.
• Well-developed communication skills and au fait with the commonly used MS Office suite of software.
• Must have Primavera P6 experience and must be able to use Primavera P6 to develop a program level master schedule. Must also have MS Projects experience and must be able to develop sub- set schedules on MS Projects.
• The candidate must be able to develop a cost control system in the absence of a formal system.
• The candidate must have prior experience working in the UAE.
• The candidate must have good writing skills and must have great organizational skills
• The candidate must be fluent in English.

Desirable
• Experience in military infrastructure projects.
• Military experience and an understanding of military infrastructure projects
