Project Controls Officer - Procurement

Job Opportunity

The primary purpose of this position is leading the procurement process required for delivering Schedule 7 projects in compliance with RTA's and Serco's procurement standards and ensure that the procurement process is embedded and practiced by all Projects management staff within Serco Dubai Metro PMO, for all projects.

Key accountabilities;

- Lead and establish a stringent procurement strategy, process and plan for all Schedule 7 projects managed by Serco PMO and wider Transport business; accordingly lead the procurement process for each project;
- Identify potential contractors and maintain a database of pre-qualified and competent contractors; develop a wider list of potential bidders spanning across all domains in which PMO delivers projects;
- Ensure early contractor involvement by engaging in advance through EOI; developing their thirst for bidding on RTA project and their understanding of the rules and associated processes; gathering and contributing commercial inputs to project RFP/ ITT;
- Work closely with PMO assigned Project Manager/Project Engineer to prepare and submit various procurement relates documents such as ITT, pricing schedule, scope compliance matrix, tender timeline plan, procurement recommendation report, etc. negotiate final contract terms and price before awarding the contract; provide regret and feedback communication to contractors for unsuccessful bids;
- Facilitate tender evaluation and selection based on price, qualification, competence, availability, quality, and ease of working based on bid-participation and actual project performance where awarded; conduct or facilitate through Serco Procurement Manager, a complete commercial evaluation and price negotiations of submitted bids;
- Ensure project documents are complete, current, stored appropriately and auditable;
- Maintain terms of reference, attendance lists, agenda, updates, reports and minutes, for project-level meetings;
- Perform and carry out other duties as instructed / directed by Senior Projects manager and Programme Director;

Essential technical and professional skills

- Ideally a degree or diploma holder with a minimum of 3 years practical experience of working in a complex project management and/ or procurement environment
- Qualified or experienced in leading complex procurement tasks for projects.
- Qualified in project management / document management/planning skills or motivation to study in own time and attain qualification as PRINCE 2 Practitioner as well as gaining basic working knowledge of planning tools such as MS Project and MS Visio.
- Three years' experience as a team member of a programme/project management office working on complex and large-scale implementation projects.
- Experience on Metro/Rail/Transportation projects highly desirable or commercial/ legal/ contract/ procurement management background experience would be an advantage
