Job description / Role
Job Title Project Cost Engineer – E
Unit Industrial Zones
Accountable To
· To execute day-to-day operations relating to the planning and control of costs and estimating necessary for the effective and successful delivery of the Kizad and its component projects.
Responsible for
Core Responsibilities:
· Development of cost estimates supported by benchmarked data and driven by value engineering and risk management best practice approaches
· Development of the Kizad cost plans supported by consistent internal and external benchmarking data
· Work with project teams to forecast out turn cost for each project, identify opportunities to reduce cost and drive potential value engineered solutions.
· Work with project teams to evaluate Change Notices and Claims
· Define, communicate and obtain all the necessary cost information from contractors and suppliers for each contract within the Kizad.
· Monitor and report cash flow forecasts timely and accurately in line with the schedule forecasts consulting the Kizad and in accordance with the Abu Dhabi Ports process
· Analyse and report variances in planned versus actual costs in each month’s report and support the team in identifying resultant recovery actions for the following month
· Assist in providing cost engineering support through the Stage Gate process
· Check & verify Contractor’s Payment Applications / Invoices and drives it up to Project Financial Control and supports their approval process providing requested inputs and clarifications
· Assist to develop and report Cash Plan and Accrual Status to Kizad.
· Assist in providing Cost related information to the Kizad and other reports.
Requirements
People Management Responsibilities:
· To build effective relationships with AD Ports internal customers, management, contractors and suppliers in order to ensure that effective cost and estimating information is collated, structured and presented in an appropriate manner
Working Relationship
Reporting To: Sr. Manager - Technical Interface & Facility Management
· Key Internal Contacts: Sr. Technical Interface & FM /Project manager
· Purpose of Interaction: To provide timely, accurate management information to project manager in order to facilitate effective decision making.

Strategic Responsibilities:
· To provide effective recommendations in improving the process, procedures & deliverables related to all cost engineering disciplines
Qualifications/Experience/Competencies
· Bachelor’s Degree in engineering, or equivalent
· Membership of a recognized professional management institution is preferred
· English (written and spoken)
· 10 years minimum construction industry experience in cost management, estimating and measuring
· 5 years minimum construction industry experience in the UAE
Nature of Experience:
· Experience in estimating of multi project programmes in complex environments with multiple stakeholders
· Detailed knowledge of marine and infrastructure construction
· A detailed understanding of the market costs associated with labour, plant and material within the UAE
