Key Purpose

- Responsible in the management of a successful Project Management program and the management of repairs and maintenance works as per agreement with the client or external stakeholders at in the contract Direct in Project Management of capital works and projects and development of the in-house project capability.
- The role will maintain and continually review and improve the onsite service delivery and direct technical and safety training in conjunction with HSE.

Reason for Role

- To support the General Manager to advance develop the contract during the "steady state" phase, and develop and implement strategic planning and to provide additional project opportunities in the contract.

Structure and Reporting Relationship

The Project Manager reports to the General Manager.

- The role will provide day-to-day management of the Project multi-disciplined team and responsible for managing the long term Project and repair programs for the contract in order to facilitate effective operation and growth of the contract.

Based on the Specific Requirement of the Role

Key Accountabilities

Customers

- Represent client, if required, to navigate through various audits, inspections conducted by local bodies, insurance companies, bankers, investors etc.
- Establish, policies and procedures for each service under management
- Develop, implement and review energy efficient replacement projects
- Review building services delivery systems and with the Engineering Services manager, develop strategic maintenance or replacement strategies
- Liaise with clients, staff and external consultants at all levels in matters relating to project delivery
- Manage and direct projects in accordance with Serco's strategic plan, with an emphasis on standardization of policies and procedures
- Prepare monthly reports and attend monthly leadership meetings
- Manage the collection, distribution and storage of information and reports
- Liaise with customer representatives on an appropriate and regular basis
- Assist the General Manager in ensuring the integrity of the intent and operation of the management reporting system, with all issues raised and addressed at the appropriate level
- Ensure the timely and satisfactory management and resolution of complaints from customers and the grievances of employees, in accordance with Serco's policies
- Management of subcontractors and suppliers.

Operational Excellence

- Develop, monitor and review all project lifecycle works for the contract
- Recommend and administer capital improvement works
- Development of the QA program, alongside the Assurance Manager and take it through audit for subsequent award
- Timely address various ad hoc requests given by the client for variation work, VIP visits, etc.
- Provide advice to the Contract Manager on the activities, developments and changes within the services covered under the Contract and their impact upon the provision of those services
- Monitor the progress of accreditation and quality management systems and coordinate the standardization of policies and procedures
- Monitoring of procedures and policies in order to recommend improvements
- Monitor, review and, where appropriate, update property, plant and equipment to meet the changing needs of the business, within your authority limits
- Perform and carry out duties and respond to requests for assistance from the Senior Serco Management team.

Key accountabilities People & Culture

- Provide direct line management for the project and operational services that report into the role, including but not limited to performance management and career planning of individuals
- Direct, assist, support and advise line managers, supervisors, coordinators, team leaders or leading hands, ensuring the implementation of changes necessary to meet evolving service delivery standards
- Set staffing levels in compliance with business specifications and monitor them, to enable the delivery of efficient and effective services
- Ensure that employees have the opportunity to participate in the development of the Dubai Airport Contract and the decision making process
- Assist the Training Manager to review all training needs and report on a yearly basis
- Regularly meet with line managers, supervisors, coordinators, team leaders or leading hands to keep them informed of decisions affecting their areas of operation and to ensure a uniform application of Serco's policies and delivery of services.

Financial

- Negotiate procure and review whole of service delivery contracts
- Ongoing management of the Risk Management program
- Contribute towards the preparation of project budgets
- Meet agreed budgets (commitments) and business planning outcomes.

HSQE Responsibilities and Information Security Responsibilities

- Understanding of personal responsibilities and contribution to achieving compliance with the Information Management Systems (IMS) requirements, (including but not limited to competence to perform safety critical roles, legal requirements, control measures arisen from environmental impacts and aspects, job safety analysis and information security risk assessment) and the potential consequences of departure from the arrangements in place to deliver the commitments stated in the policies statements above
- Use safety equipment (including PPE) as required and intended and observe that this is also enforced among subcontractors and third parties working in Serco's controlled premises/systems
- Promote a good HSQE and Information Security culture among their peers, subcontractors and third parties
- Lead by example and innovate to conserve energy, water and resources, minimize the generation of waste and actively recycle waste through personal performance and raise recommendations on how to improve existing processes on this regard within/outside their departments through their Line Manager, Departmental Safety Meetings and any other appropriate available channels
- Protect information assets and data including both electronic and paper based from all threats whether internal, external, deliberate or accidental

Requirements

Essential technical and professional skills, knowledge and qualifications

Qualifications

- Degree holder of a relevant Engineering discipline and equivalent qualification recognized in Project Management.

Technical, Professional Skills and Knowledge

- Minimum eight (8) years’ experience in facilities operations
- Minimum five (5) years Project Management experience in the GCC
- Knowledge of plant management, building repair and preventative maintenance best practices
- Ideally experienced in large scale operations
- Proficient in the use of PCs, spreadsheets and other software applications
- Knowledge of both international and local (UAE) statutory and legislated requirements in governing large properties
- Knowledge of international best practice in facilities management
- Strong leadership skills.

- Demonstrated high level of interpersonal skills and proven ability to effectively communicate (in both oral and in written form) with all levels of management, employees, customers, contractors and other stakeholders
- Ability to motivate, lead, manage change and work in a multi discipline and multi-functional team
- Demonstrated commitment to the processes of continuous improvement and quality customer service
- Proven financial management expertise, especially the ability meet budget objectives
- Have led a diverse, multi-cultural, multi-disciplined workforce to achieve the work output and quality of services.
