Project Manager (Roads, Civil's)

Job description / Role

We are seeking an experienced Project Manager – Roads & Infrastructure to lead and deliver large-scale road and transportation infrastructure projects in Dubai. The ideal candidate must be RTA-approved and have successfully managed at least one major Roads & Transport Authority (RTA) project in the UAE.

The role requires strong leadership, technical expertise in road construction, and extensive experience coordinating with RTA and other Dubai authorities to ensure timely, compliant, and high-quality project delivery.

Key Responsibilities

• Lead the planning, execution, and delivery of large-scale road and infrastructure projects in compliance with RTA standards.
• Act as the primary point of contact with RTA, consultants, and stakeholders.
• Ensure all works comply with RTA specifications, technical guidelines, and authority requirements.
• Manage project budgets, schedules, procurement, and resource allocation.
• Oversee traffic management, utility coordination, and authority approvals.
• Administer contracts under FIDIC conditions and manage claims, variations, and commercial matters.
• Monitor project progress, risk mitigation, and quality assurance.
• Lead multidisciplinary teams including engineers, planners, QS, and subcontractors.
• Ensure strict adherence to HSE regulations and Dubai Municipality standards.
• Prepare and present progress reports to senior management and clients.

Minimum Requirements

• Bachelor’s Degree in Civil Engineering (Master’s preferred).
• Minimum 12–15 years’ experience in infrastructure/road construction.
• Proven experience as Project Manager on at least one major RTA roads project in Dubai.
• Must be RTA-approved (demonstrated prior approval on RTA projects).

Strong knowledge of:

• RTA road design standards
• Traffic diversions and staging
• Utility relocation coordination (DEWA, Etisalat, DU, DM, etc.)
• FIDIC contract administration
• Professional certification such as PMP (PMI) or equivalent preferred.
• Strong leadership, negotiation, and stakeholder management skills.

Preferred Experience

• Experience managing projects valued at AED 200M+
• Familiarity with Dubai e-permitting systems
• Experience delivering Design & Build (D&B) road projects
• Arabic language skills (advantageous but not mandatory)

Recognised for strong leadership, authority coordination, and successful delivery of complex, high-value road works within challenging urban environments.

Demonstrated expertise in managing multidisciplinary teams, administering FIDIC contracts, and coordinating with key stakeholders including RTA, Dubai Municipality, DEWA, and telecom authorities. Proven ability to lead projects from initiation through completion while maintaining strict compliance with RTA standards, traffic management requirements, and HSE regulations.

A decisive leader who drives performance, mitigates risk, and builds high-performing teams to deliver projects safely, on time, and within budget.

Salary:
AED 40,000 to 45,000 per month inclusive of fixed allowances.
