A workplace solutions provider is looking for a Projects Manager to join their team in Dubai.

Purpose of the job
Develop the PMO strategy and be accountable for the delivery of all projects through Backbone Management, providing leadership, best practice integration and management of all project processes and functions to improve the consistency and efficiency in a manner that achieves objectives thereby proactively managing the project life cycle of each individual project.

Project Management Office:
• Define and develop a framework for the PMO strategy and lead the design and implementation of a common project management methodology, standards and tools to drive and facilitate the successful delivery of projects.
• Deliver the management capability, systems and processes to create a cohesive, cost effective and managed PMO solution. The service must be organised and structured to align with and support Backbone Management project services including finance, corporate sustainability, human resources or talent, risk and compliance and communications.
• Manage interdependencies and coordination across projects to ensure that information relating to project deliverables, risks and issues are effectively communicated between stakeholders and that key performance indicators are monitored and evaluated.
• Create an integrated, seamless service delivery solution that maximises technology, tools and labour to meet service standards and requirements.
• Contribute to the organisations business and budget planning process and ensure it meets its targets and supports the delivery of organisational and strategic goals.
• Engage with Directors and Senior Managers to identify opportunities for business improvements.
• Manage day to day activities in the Project Management Office. Manage the team with the ability to manage virtual or matrix project teams.
• Manage the PMO teams by setting goals/KPI’s and Performance Management Reviews including skills development and training. Define objectives, clarify roles and responsibilities and implement performance contracts.
• Mentoring and coaching of staff.
• Ensure optimisation of the PMO structure for operational efficiencies and always have updated organograms.
• Ensure all employees are committed to organisational goals and output is enhanced in a continuous improvement manner through means of PDP’s (Performance Development Programs).
• Ensure action plans are put into place regarding performance improvement for under performers as identified by line management.
• Actively monitor Succession Planning and ensure the development of key talent.
• Ensure individual and team development initiatives are provided and implemented in a cost effective manner.
• Manage the administration for project submissions and approvals through the agreed approval process.
• Maintain a pipeline of approved projects.
• Ensure a clear and consistent approach is in place to manage risk.
• Collate qualitative and quantitative information on project performance for the preparation and production of project reports for internal management reporting.
• Work closely with business service teams to devise, develop and deliver on appropriate systems to evaluate key activities at project level.
• Provide advice and support to project partners on how project evidence and information has to be presented and reported.
• Ensure all information recorded both electronic and hard copy meets the external and internal audit standards.
Project Delivery:
• Ensure detailed project implementation or action plans are created for the duration of each project. Define project success criteria and milestones and effectively communicate throughout the project life cycle.
• Resource planning against the prioritised portfolio of projects and ability to work with the Head of Projects and business to manage projects.
• Ensure projects have requirements documented and agreed to to ensure that project activities meet agreed project objectives.
• Monitor progress against all projects to enable sponsors and stakeholders to have visibility and sufficient information to make the required decisions.

Requirements

Minimum Requirement: One of below
• Bachelor of Science (Civil Engineering)
• Project Management Qualification/Certification.
• Prince 2 Professional
• Certified Associate in Project Management (CAPM)
• Proven International markets experience especially Africa & Middle East
• Excellent Business Acumen
• Excellent leadership skills

Work Experience
(career path that should ideally be followed before attaining this position)
• Minimum 7 years’ experience at a senior level in a PMO function.
• Minimum 5 years in a leadership role.
• Developed project/programme management and planning experience.
• Experience working in international markets such as Europe/US and Africa.
• Managing a range of project types and complex business initiatives and change programmes.
• Provide input to the business and organisational budget planning.
• Management of SLA’s and contractors.
• Experience with Performance Management frameworks and tools in the delivery of business objectives.
• Team management experience with the ability to manage virtual and matrix project teams as well as the PMO.
• Working with business to determine appropriate project prioritisation.
• Workplace Management and Real Estate.
• Ability to juggle different project priorities and deliver high quality outcomes under pressure.
• Timely, accurate and relevant project and portfolio reporting.
• Resource planning against the prioritised portfolio of projects.
• Tracking of projects benefits realisation and lessons learnt activities to feed into ongoing improvements.
• Monitoring and reporting on project budgets across a portfolio of projects.
• Mentor and coach the PMO and business project teams to effectively implement the Project Delivery Approach.
