The IT QA officer will ensure CBD IT is compliant with all internal and external regulatory and compliance requirements. Responsibilities are listed but not limited to the following:

Quality assurance across the IT department

- Support the design and implementation of the QA framework
- Perform QA testing on the IT divisions
- Conduct quality audits in accordance with the plan and reports
- Challenge the IT Teams on their policies and procedures.
- Recommend actions plan to reduce risk
- Develop and maintain Management Information (MI) reporting
- Ensure to comply with the audit requirements, internal and external reporting obligations etc in line with the policy guidelines, to ensure high standards of uniformity and consistency across the Bank

IT Risk Management

- Define and implement an overall governance risk framework for CBD IT based on industry standards (COBIT, ITIL V4, etc.), regulation. Evaluate and recommend mitigating controls needed to protect CBD information and networks and help determine an acceptable level of risk for the Bank and governance of the same. Deliverable an overall IT governance framework with appropriate interlinks to the Risk Management framework of the bank.
- Conduct regular self-assessment of the controls set for CBD IT. Deliverable: IT Risk Register with all the relevant risks to CBD IT
- Effectively communicate key risks, findings, and recommendations for improvement with key stakeholders.
- Bring risk awareness to CBD IT team members all maintaining a high level of efficiencies for the processes in place.
- Seek constant improvements in the controls implemented to ensure good operational effectiveness and proper risk mitigation.
- IT Service Management - Overall assessment of SLA compliance and monitoring for GRC.

IT Policy Management

- Ensure completeness and accuracy of an IT policies and procedures library. Once established, those policies and procedures will be reviewed and updated, if required, on a yearly basis.
- Ensure policies and procedures defined are in line with adopted standards (e.g. ISAE 3402, ISAE 3000, CobiT, ISO20000 etc.) and aim to improve business processes and operations

Requirements

Requirements

- Bachelor's degree, preferably in Information Technology, Engineering/Computing
- Professional IT Audit Certification - E.g. CISA, ISO 20000 LA/LI, 27000 LA/LI
- Professional IT Service Management Certification - E.g. ITIL v3 Expert, ISO20000 LA
- 5+ years of experience in IT risk management
- Experience in conducting risk assessments
- Prior experience in the banking sector
- Prior experience in working with systems such as Archer, Jira, Service Now, or any other IT-GRC and Service Management platform.
- Strong stakeholder and people management skills
- Strong analytical skills with attention to detail
- Strong time management skills
- Strong dispute management skills
- Ability to cope, prioritize and track great workload
- Good writing, communications & presentation skills
- Results oriented, driving activities to their closure while coordinating across teams.

About the Company

In 1969, when we at Commercial Bank of Dubai started out little did we know that sheer grit and determination would get us where we are today. An Emiri Decree issued by His Highness the Late Sheikh Rashid Bin Saeed Al Maktoum, the founder of modern Dubai, laid the cornerstone of Commercial Bank of Dubai. We started out as a joint venture of Commerzbank, Chase Manhattan Bank and Commercial Bank of Kuwait. A minority stake was held by a few UAE businessmen.
