Quantity Surveyor (Villas/Masterplan)

Job description / Role

Our Leading Design & Engineering Consultancy client has a new requirement for a well experienced Quantity Surveyor to join their team in Dubai, UAE. Successful candidates will have a proven background as a post contract Quantity Surveyor for a recognised Developer or Consultancy company working on large scale villa and masterplan projects and contracts.

This role is available for immediate joining and is for a 12 month fixed term contract as an outsourced employee through J10 Consulting.

Key Responsibilities:
- Ensure project budgets are aligned with Client objectives for BU
- Strategic tendering, commercial analysis and contract management processes.
- Ensure Pre-Qualification Questionnaires and Invitations to Tenders are issued and tender documents are alignment with business requirements.
- Review tender documentation and perform quality checks to ensure compliance with Client’s business requirements, and documented processes. Review & monitor compliance of the Policies & guidelines.
- Coordinate with the consultant team to facilitate the provision of tender and contract documents required to deliver projects
- Prepare Letter of Award and Contracts for consultants and contractors.
- Participate in Tender evaluation committees, monitor tender responses from contributors; ensure high quality information is received for inclusion in tender document and promptly escalating any quality or integrity issues identified.
- Ensure that all relevant data and information compiled during the tender development phase is considered and made available to all Tender team members.
- Own the periodic project reporting, early warning of risk, issues and claims, tracking the percentage completion to control project deadlines and notification to delivery team to take corrective actions, as required.
- Provide support with proactive commercial management of Contracts and ensure pre- contract commercial matters, including bills of quantities, schedule of rates, provisional sums and overall tender preparation and approvals are in accordance with Client’s policies and procedures.
- Ensure that signed contracts are communicated to all relevant parties to provide contract visibility and awareness, interpretation to support implementation.
- Ensure effective and compliant post-contract commercial and claims management and control of contracts.
- Monitor transaction compliance (milestones, deliverables, invoicing).
- Assist in the preparation of preliminary estimates for CAPEX to support BAR Approval.

- Engineering degree or diploma or other related technical diploma.
- 7-10 years of relevant experience in post contract quantity surveying
- Must have worked for a recognised consultancy company in a client / stakeholder facing role.
- Experience of working on major villa / masterplan developments is highly advantageous
- Proven ability to access necessary market information to obtain costs / prices.
- Understanding of BOQ methodologies and build ups in a project environment for fit out & refurbishment of commercial spaces / retail units.
- Good written and oral communication, organizational, and interpersonal skills, as well as a demonstrated ability to interact effectively with project personnel and management.

Salary:
AED 12,000 to 16,000 per month inclusive of fixed allowances.
