If the answer is YES, Dulsco is recruiting a Regional Head of Construction Operations to join our team and this could be the ideal role for you. What are we looking for? An exciting opportunity has arisen for a Regional Head of Construction Operations to manage the daily operations of this people solutions division supplying multi skilled manpower to this vertical segment.  

You will be accountable and responsible to ensure that our business is safe, productive and customer focused, by managing and leading the team through its policies, procedures, coaching and mentoring of its people. You must be an excellent leader who will ensure the most efficient ways to manage the business and deliver operational excellence. You will be working with the COO and Management to identify strategies and performance measures.

Job responsibilities will include but not limited to:

• To develop and implement strategic operational plans and forecast to achieve business objectives.
• To liaise with leadership team to make decisions for operational activities and set strategic goals.
• To plan and monitor the day-to-day running of business to drive customer expectations, to ensure timely forecasting, planning, deployment of people at customer sites Meet and exceed customer satisfaction through mutually agreed measures.
• Monitor, measure, review and address any customer issues to achieve best in class NPS measures
• To manage key construction segment accounts both existing and new
• To develop and maintain strong stakeholder management both internally and externally.
• To ensure a healthy culture that is in line with Company culture, and in accordance with vision and values of the Company.
• To act as a change catalyst to extract value for business
• To enforce performance standards, organizational policies, provide direction and motivation to managers and employees
• To provide direction, support, mentoring, training and guidance to the team to deliver efficient performance
• To be responsible for selection of staff, managing them (e.g. objective setting & performance management) and developing (e.g. coaching, career progression & training).
• To ensure and maintain high ethical standards with business acumen in the conduct of business and compliance to the UAE rules & regulation and Company policies & procedures.
• To ensure all the policies implemented are in compliance with Corporate, local rules and regulations across all functions
• To maintain add-on quality, health, safety and environment standards such as ISO, Integrated Management System or other system practiced within the organization
• You will be accountable and responsible for duties as described in the HSE roles and responsibilities document of IMS.
• You will be responsible for using resources efficiently and achieving highest possible utilization through a culture of lean management

Requirements

Ideal incumbent must have the below job specifications and qualification:

• Bachelor’s/ Master's degree in civil engineering, Business or equivalent Certificate or additional qualification in Business Management
• Proven record of success in Operational management roles, Minimum 10 years of experience in Operations of which 5 years of leading a team Experience in manpower outsourcing business a must Change Management Knowledge of resourcing to construction segment preferable with civil Engineering background Knowledge of lean six sigma principles and culture of continual improvement Must be able to manage large deployments with complex multiple projects Sound knowledge of operational strategy management:

About the Company

The Dulsco story began in 1935 when Mohammed Khan Abdulla Mirza Abdulla, the father of the present Chairman of Dulsco, Abdul Aziz Mohammed Khan Abdulla, appointed some able-bodied men to row their dhows through the Dubai Creek to a British India Steam Navigation Company owned ship at anchor in the Arabian Gulf, and bring ashore its cargo of foodstuff and clothing. Our stevedoring service launched then is still one of the many services that we provide. We consider ourselves the oldest stevedoring company in Dubai.

By the 1970s and the opening of Port Rashid in Dubai, we were a full-fledged stevedoring company serving the port. We started providing more manpower services by the 80s and became one of the earliest human resource management companies in Dubai.

In the 90s we began providing manpower outsourcing services and later we added waste management and other services to our portfolio. In 2005, Dulsco became a limited liability company and expanded its services to include all the emirates and neighbouring Gulf countries and today is one of the foremost HR solutions provider and recruitment agencies in Dubai.
