Job overview:

The rolling stock resident engineer will be responsible for overseeing the inspection, approval, and progress of rolling stock vehicles manufacture in China. This role involves ensuring compliance with project requirements, providing regular feedback to the PMC team and client based in UAE, and managing and monitoring the progress of vehicle manufacture.

Key responsibilities:

Inspect each vehicle prior to release for shipping to the project premises in UAE.

Approve vehicles based on a series of documented observations and required amendments.

Provide regular feedback to the PMC team, client, stakeholders, and the manufacturer by raising any observations noted throughout all manufacturing stages.

Ensure that the manufacturer responds within 7 days with an action plan to address any observations and required amendments.

Have access to manufacturer's facilities to inspect each vehicle prior to final delivery.

Visit all manufacturing facilities, including those of suppliers and subcontractors, as required.

Ensure manufacturers provide safe access to the vehicle manufacturing facility throughout all stages of the manufacturing process, prioritizing safety for all involved.

Coordinate and arrange any meetings with the manufacturer, inspections, or visits by client representatives to the facility throughout all stages of manufacture.

Access all manufacturing records, processes, methods, and documentation to produce relevant reports on production progress, risks foreseen, applicable mitigations, and recommendations ensuring no delay in production and supply of the vehicles.

Work with manufacturers to ensure production of vehicles is as per the approved designs and standards.

Manage and oversee all testing activities relevant to the rolling stock including all subsystems by the design and build contractors.

Coordinate with signaling, telecommunications, and power supply teams.

Ensure all training manuals and documents are as expected and in a state to be adopted by the operations and maintenance teams.

Work closely in liaison with the rolling stock and rail systems team in the PMC teams and other relevant stakeholders from the client organization in UAE to manage feedback and expectations.

Be based in China.

Occasional travel may be required from China to UAE.

Key requirements:

Ideal candidate will be based in Changzhou, China.

Should be open to travel to Dubai on an ad hoc basis when required by the project, but this will be minimal.

Communication is key; English and Chinese are essential.

Qualifications:

Bachelor's degree in engineering or a related field.

10-15 years of experience in relevant disciplines, including substantial experience in rolling stock manufacturing.

Thorough understanding and experience in the rolling stock manufacturing process, quality assurance, and the activities to be carried out by the resident engineer role at the manufacturing site.

Extensive experience in design review, testing, and commissioning of rolling stock, train manufacturing, and rollout.

Skills:

Excellent communication and reporting skills.

Strong analytical and observational skills.

Ability to work collaboratively with various teams and stakeholders.

Proficiency in accessing and interpreting technical documentation.

Proficiency in Chinese language advantageous.
