A leading government entity in Abu Dhabi is looking to appoint a Senior Contracts Officer through third party contractor, this role reports to the Procurement & Contracts Manager. Senior Contracts Officer will be working in close relationship with the Procurement & Contracts Manager and manages the contracts function to develop productive relationships with key vendors. The role is expected to manage the contracts procedures, processes, systems and delivery of goods and services against contracted scope.

Main Responsibilities:
- Develop and manage contracts in specialist areas as appropriate to ensure the ongoing availability and supply of goods
- Work with the Procurement and Contracts Unit Head, develop medium and long-term strategic plans of the department in line with the organization’s vision, mission and strategic goals
- Identify the technology needs that ensure that the contracts processes and safeguards are performed efficiently and cost effectively (in coordination with IT Department)
- Contribute to the organization’s contracts management strategy
- Draft/ Amend contracts specific to each request for proposal (RFP) in coordination with Legal Counsel
- Identify and resolve contracts and purchasing (services/ and others) problems on major items with an appreciation of the cost-effectiveness of solutions
- Negotiate contracts with services providers
- Plan and develop long-term supplier relationships as appropriate
- Deal with more complex problems with major suppliers and high annual volume, which have been referred for attention

Requirements

- Bachelor’s Degree specializing in materials management or a professional qualification from a recognized Professional Institute in Procurement/Purchasing or Supply Chain Management
- Minimum of 7 years working experience in contracts and procurement department
- Solid understanding of service level agreements
- Knowledge in dispute resolution and mediation techniques
- High numerical skills and reporting capabilities
- Knowledge in Procurement Contracts and key performance indicators
- Solid understanding of Laws & Regulations in the Abu Dhabi / UAE
- Proficient in preparing procurement schedules
- Excellent skills in organizing projects and managing resources, internal and external
- Expert in controlling procurement departmental costs and resources
- Able to communicate with discretion, and sensitivity and to maintain confidentiality while showing numerical skills
