Job description / Role
Job Purpose:
Provide professional expertise and supervise contractor activities during the construction, mechanical completion, and ready for commissioning stage to ensure full compliance with company HSE, quality, and technical regulations and standards.
Key Accountabilities:
Job Specific Accountabilities
- Front line responsibility for contractor HSE performance and ensures contractors are adhering to ADNOC's safety requirements and policy.
- Attend and lead contractor safety meetings, job safety analysis, safety stand downs, HAZID, and various other safety-related meetings.
- Conduct regular site visits and audits and ensure that the safety assurance program requirements are followed and implemented.
- Investigate and identify constructability issues as early as possible to attain appropriate solutions at the time of implementation. Identify in advance specific HSE critical aspects to be considered and assessed prior to implementation to ensure that the construction work is carried out safely.
- Review and approve Inspection Test Plan (ITP) and ensure contractor adheres to project quality plan during construction phase.
- Participate in the scope of work reviews to ensure technical requirements and applicable policies and procedures are aligned in all phases of the project.
- Ensure the contractor is executing the construction scope as per the technical specification, scope of work, quality requirements, and project schedule as defined in the contract documents.
- Attend daily, weekly, and monthly meetings with contractor to review progress and schedule compliance and review submitted reports for accuracy.
- Responsible for completing construction and attaining ready for commissioning status.
- Review and approve contractor's submittals (method statements, redline drawings, mechanical completion, and ready for commissioning dossiers, etc.) and ensure all submissions are as per project requirements.
- Review in conjunction with engineering all technical queries submitted by the contractor.
- Ensure effective coordination between different departments, PMT, and contractors within the construction site to facilitate safe work progress.
- Review materials approval requests provided by contractor to ensure consistency with approved drawings and specifications and ensure that materials received are as per project requirements and specifications.
- Review, verify, and recommend progress payment of invoices during various stages of the project prior to the submission to the seniors/department manager for the final approvals.
- Participate in technical evaluation of bids and provide construction input when required.
- Participate in review of project planning package and provide inputs to the planning engineer on the area of improvement, major risks, and shortfalls in the schedule.
- Conduct final walk-down with end user and contractor to ensure proper handover of constructed facility and closure of open items.

- Plan, supervise, and coordinate all activities in the assigned area to meet functional objectives.
- Train and develop the assigned staff on relevant skills to enable them to become proficient on the job and deliver the respective section objectives.
Quality Monitoring and Execution
- Ensure all the site activities are progressing in compliance with approved ITPs and project quality plan.
- Participate in quality audits and ensure corrective actions are closed in a timely manner.
Budgets
- Provide input for preparation of the section/department budgets and assist in the implementation of the approved budget and work plans to deliver section objectives.
- Investigate and highlight any significant variances to support effective performance and cost control.
Policies, Systems, Processes & Procedures
- Implement approved section/department policies, processes, systems, standards, and procedures in order to support execution of the section's/department work programs in line with company and international standards.
Performance Management
- Contribute to the achievement of the approved performance objectives for the section/department in line with the company performance framework.
Innovation and Continuous Improvement Health, Safety, Environment (HSE) and Sustainability
- Communicate HSE policy, objectives, requirements, expectations, and the most significant risks to ADNOC Onshore and contractors.
- Conduct regular visits to the worksites to monitor the work activities.
- Conduct risk assessment and recommend precautions required for the work to be executed.
- Ensure work is carried out in line with the ADNOC HSE procedure requirements.
- Implement corrective action for hazards and near misses reported in the area.
- Communicate learning from incidents to all respective parties.
- Carry out the emergency responsibilities in line with the respective roles as per the emergency organization.
- Be familiar with the ADNOC HSE recognition and accountability framework requirements. Comply with all applicable HSE requirements at all times. Exercise the STOP Work Authority bestowed if any unsafe act or situation puts you or your colleagues at risk.
Reports
- Provide inputs to prepare section MIS and progress reports for company management.
Communications & Working Relationships:
Internal
- Regular contacts with engineers, team leaders, and managers within projects & construction and operations/end-user. Conduct and coordinate with the respective stakeholder mechanical completion and ready for commissioning walk downs, and facilitate the start-up with the operations group.
External
- External contact with OPCOs, CICPA, vendors, and contractors based on business needs.
Qualifications, Experience, Knowledge & Skills:
Minimum Qualification
- Bachelor's degree in engineering.
Minimum Experience & Knowledge & Skills
- 8 years of experience in a similar position within oil & gas project construction.
