Job description / Role
JOB PURPOSE:
Develop safety objectives, systems, standards, procedures and practices to ensure desired and tailored solutions are provided to support safe operations, projects and activities for the company assets.
Advise on the safety aspects, tools, policies, procedures...etc. in the company to eliminate any unsafe act or eliminate hazardous impact on the industrial activities in the organization, to ensure the desired level of support for other teams in HSE and company plant(s), operations or projects.
KEY ACCOUNTABILITIES:
Safety Standards
- Align the HSE systems, policies and procedures with the Company Integrated Management System to ensure efficiency and consistency.
- Update and communicate all the relevant Safety policies, procedures, and relevant documents to ensure timely implementation.
- Propose the specifications of safety equipment and materials to meet the protection requirement needed in the plant.
- Identify and recommend the safety requirements for the technical projects and supplies, to ensure compliance with the company's overall HSE and safety standards.
- Recommend the interface, records and systems to support the communication and reporting with HSE personnel to uplift the efficiency.
- Advise on the training and communication materials to ensure proper and aligned terminologies and concepts are placed, in accordance with most recent Safety practices and policies.
Development & Projects
- Update the safety industry trends and technology, assess and recommend customized and tailored solutions and recommendations to develop the company's Safety.
- Identify, assess and develop the safety development initiatives and projects to ensure that optimal HSE standards, policies and solutions are in place to ensure safe operations and assets.
- Identify and develop the scope and deliverables of Safety Projects, and contribute to HSE projects, to ensure preparedness of the respective plans and predefined outputs.
Audits & Investigation
- Audit and investigate the Safety and HSE performance by the HSE personnel in the company plants and sites to ensure compliance with the company's HSE and HSE technical directions.
- Oversee and participate in the emergency plans; i.e. facility response plan, drilling exercises, etc., to ensure safety' requirements are fully addressed within the plan.
- Review and assess the HSE inspection to underline and recommend actions to develop the processes required.
Reliability & Design Studies
- Review and recommend the specifications of safety equipment and materials to meet the protection requirement needed in the plant.
- Research and review the safety requirement for the technical projects, plant modifications and other asset or technical integrity studies or projects for the company assets, to ensure thorough review of the safety aspects and contingency plans.
- Collaborate with the HSE teams and experts in analysing and assessing all types of risks and hazards for all company assets and facilities to align understanding, plans and communications.
- Recommend and advise on the safety aspects for any technical failures to ensure addressing the safety
barriers in the future design or activities.
Others:
- Perform other similar or related duties, as required.
Supervision
- Plan, supervise and coordinate all activities in the assigned area to meet functional objectives.
- Train and develop the assigned staff on relevant skills to enable them to become proficient on the job and deliver the respective section objectives.
Budgets
- Provide input for preparation of the Section / Department budgets and assist in the implementation of the approved Budget and work plans to deliver Section objectives.
- Investigate and highlight any significant variances to support effective performance and cost control
Policies, Systems, Processes & Procedures
- Implement approved Section / Department policies, processes, systems, standards and procedures in order to support execution of the Section's / Department work programs in line with Company and International standards.
Performance Management
- Contribute to the achievement of the approved Performance Objectives for the Section / Department in line with the Company Performance framework.
Innovation and Continuous Improvement
- Design and implement new tools and techniques to improve the quality and efficiency of operational processes.
- Identify improvements in internal processes against best practices in pursuit of greater efficiency in line with ISO standards in order to define intelligent solutions for issues confronting the function.
Health, Safety, Environment (HSE) and Sustainability
- Comply with relevant HSE policies, procedures & controls and applicable legislation and sustainability guidelines in line with international standards, best practices and ADNOC Code of Practices.
Reports
- Provide inputs to prepare Section MIS and progress reports for Company Management.
5. COMMUNICATIONS & WORKING RELATIONSHIPS:
Internal
- Assigned Supervisor to provide information, reports, and receive guidance.
- HSE staff within own division and at operating centres, to receive information, give feedback and provide instructions.
- Quality and inspection staff.
- Internal Auditors
External
- OPCO's and other industrial organizations for exchanging and improving HSE programmes.
- Hospital, during accidents.
- External Auditors.
- Contractors to ensure their compliance with HSE control procedures while preforming routine activities.
Requirements:
Minimum Qualification
- Bachelor Degree in Chemical Engineering, Safety, or other related engineering disciplines.
Minimum Experience & Knowledge
- 8 years of related experience, including at least 3 years as Safety Engineer.
- Experience in Risk Assessment Studies; i.e. TRA, HAZID, HAZOPS, PSSR, HSEIA, etc. Hands-on Management Systems, Safety Design, Aspect & Impact Studies, and Project Management.
Skills
- Computer software knowledge and experience including knowledge of MS Office software.
- Knowledge about HSEMS, HSES procedures and HSE Best Practices
- Very good knowledge of oral & written English. Knowledge of Arabic language is preferred.
Professional Certifications
- ISO 9001, Must have.
- NEBOSH / NIOSH NPG
- ISO 14001 / RC
- ISO 27000
