POSITION OVERVIEW:

Senior IT Project Managers have exceptional customer service skills, positive attitude and demonstrated ability to learn and adapt in a comprehensive environment, attention to detail and ability to handle confidential information is required. Parsons IT Senior Project Managers understand Parsons/industry business acumen & processes, remain current with technology trends and demonstrate use of this knowledge in supporting the PMO Operations, working with key stakeholders and as part of project teams.

IT Project Manager also possesses the skills and experience to perform the following duties:

IT Senior Project Managers oversee high complexity level IT projects running concurrently with an annual volume up to $5M. IT Project Managers have a solid understanding of the IT PMO Operations, IT PMO policies and procedures and can demonstrate his/her knowledge as it relates to project management skills and practices and Parsons company procedures. He/she has 10-12 years of relevant IT progressive experience in business analysis, developing or implementing IT solutions with a minimum of 5-7 years project management experience.

IT Project Managers work independently managing projects with scope inclusive of developing individual applications or application systems, infrastructure/mobilization projects. Builds, supervises and coordinates activities of the project team to assure the project meets the project sponsor and stakeholder expectations. The senior project manager plans, executes, and delivers all projects on time, in budget, and within scope in accordance with business priorities. Throughout the lifecycle of each project, the project manager tracks project status and manages project teams to mitigate issues and risks. May be the company’s expert on specific delivery methodologies and/or technologies and provide recommendations within the company, individual BUs and departments. Provide oversight and direction to several projects concurrently.

SPECIFIC RESPONSIBILITIES:

• Responsible for the delivery and management of medium-sized IS projects (annual project(s) portfolio size up to $5M), running concurrently.
• Develops the project approval documentation, integrated project plan, resource plan, contingency plan, and related project management artifacts
• Works with project team to develop estimates, schedules and work plans to ensure timely completion of a project or working group within a project.
• Assigns responsibilities and coordinates the activities of the team, including vendors and contractors
• Prepares financial forecasts and provide on-going reconciliation of resources and other related project expenditures
• Directs the formation, execution and closeout of the assigned project so it meets project specifications and requirements and is delivered within budget and schedule.
• Collaborates with project stakeholders to develop business requirements and user stories
• Partners with business sponsors to define success metrics and criteria
• Facilitates all operational checkpoint activities throughout the lifecycle of projects
• Assesses and resolve all high priority project risks as they are encountered
• Manages project-level risks and interdependencies
• Ensures all projects adhere to project methodology compliance standards set by the company
• Continually update relevant business stakeholder of project status and periodically publish project status reports
• Serves as a subject matter expert to regularly brief key stakeholders on different aspects of assigned initiatives
• Represents the project in various project governance and inter-departmental forums
• Defines and track project milestones while developing, maintaining, and reporting on an overall integrated delivery plan
• Ensures all projects meet success parameters and ROI targets stated in business case
• Provides input for performance reviews and employee assessments to Project Manager or functional manager.
• Mentors team members to develop technical and project skills; provides input for performance assessments and evaluations to Project Manager or functional manager.
• Demonstrates knowledge in Parsons business acumen & process and associated industry technologies.
• Performs other responsibilities associated with this position as may be appropriate and may manage multiple projects concurrently.
• Selects vendors and contractors; develops RFP and Statement of Work, manages the integration of vendor tasks; tracks and reviews vendor deliverables.
• May provide company’s expertise delivery methodologies and/or specific technologies.
• Performs other responsibilities associated with this position as may be appropriate and may supervise multiple projects concurrently.

Requirements

4-year degree in Business or Computer Science (or related curriculum) and 10-12 years of relevant IT experience and at least 5-7 years of progressive experience in project management. Experience in business analysis, Agile framework using Scrum, Integration, and cloud computing skills/experience desired or an equivalent combination of work experience and education.

Certifications:
Required: Project Management Institute Project Management Professional (PMP)
Special Consideration will be given for certifications in at least one of the following
Project Management Institute Agile Certified Practitioner (PMI-ACP)
Project Management Institute Business Analysis (PMI-PBA)

- General understanding of financial management and knowledge of financial statements including Profit & Loss, Balance Sheet and Cash Flow
- Knowledge of current and emerging IT technologies and processes; ability to collaborate during ideation sessions of how those technologies and processes can be implemented effectively in a large business environment.

- A thorough understanding of business analysis (e.g., conducts user interviews, captures user stories, system requirements, assists with definition of system specifications and scope, analyzes requirements against existing system), project management and application architecture or similar infrastructure / mobilization expertise

• Project Performance and Risk Management
- Proven ability to deliver project objectives to meet internal deadlines and approved budget
- Holds self-responsible for project problems
- Acts as an internal advocate for the project
- Strong project management skills, including the ability to prioritize work and meet deadlines
- Excellent ability to lead and manage multiple project teams and projects with resources located in different geographic locations.
- Collaborates with a team to develop Statement of Works, select and negotiate with vendors, manage vendors to ensure deliverables meet project requirements as outlined in contractual agreements. Able to articulate opportunities and risks associated with vendors and contracts.
