Job Requirements
- Must have an undergraduate engineering degree from a reputable university.
- Must possess a minimum of 20 years of total experience with at least 8 years of GCC experience preferred.
- Experience working in enabling, reclamation, infrastructure, housing, and mixed-use projects.
- Client-side experience managing PMCs, LDCs, cost consultants, and other stakeholders.
- Strong experience in project controls management of major capital projects.
- Strong pre-contract experience managing design and procurement activities.
- Demonstrate strong interpersonal, communication, reporting, and presentation skills.
- Independent worker who can work well with minimal supervision.
- Ability to manage resources within the local project control team.
- Possess good project background and proven English language technical writing ability and skills in the development of project control processes and procedures.
- PMP or other professional certifications.
- Advanced MS Office Suites.
- Experience in using Primavera P6, ACONEX, and Oracle suite.
- Sound knowledge of project controls practices, broad knowledge of cost, risk, change, and specific knowledge in earned value management.
- Extensive knowledge of best reporting practices in the areas of dashboards and KPIs.
Roles and Responsibilities
The Senior Project Controls Manageru2019s responsibilities include, but are not limited to:
- Lead a team of professional planners and schedulers to establish the baseline schedule.
- Evaluate current procedures to create more efficient and cost-effective management of resources in the following areas:
- Procurement
- Change orders
- Document control and administrative practices
- Invoicing and accounting
- Programme close out
- Extension of time (EOT) and dispute resolution
- Monitor, analyse, and report on project performance using qualitative and quantitative tools.
- Recommend and implement modifications to improve effectiveness and attain project milestones.
- Plan, coordinate, and monitor activities of assigned projects to develop and implement procedures, processes, and systems.
- Set up Primavera Project Management System P6 (latest version) for program management across the planning team with all stakeholders.
- Review and update Project Management Plans relevant to project controls.
- Support in preparing and maintaining the master programme for the project.
- Review and analyse data and schedules received from other organizations (designers, PMCs, and contractors).
- Plan and provide direction as required for the preparation of planning and scheduling control systems.
- Work with other functions such as procurement, technical, and logistics to understand their requirements and provide direction to the project control team.
- Assist in the consultant selection process for commercial and technical evaluation.
- Assist in establishing and delivering formal reporting arrangements on project progress for the client and project.
- Review contract documents, suggest changes for planning and programming aspects, and add new clauses if necessary.
- Arrange planning workshops and meetings to discuss and assist contractors and consultants to close their planning and project control issues.
- Prepare "what-if" scenarios for different types of project schedules to support the client.
- Review and analyse any claims and EOT requests.
- Conduct benchmarking data collection and analysis for similar projects (buildings and infrastructure).
- Make recommendations for possible acceleration to the schedule.
- Assist in developing the document control system and communication flow for the project.
- Review schedule construction programmes received from contractors and analyse them in line with contractual requirements.
- Prepare progress presentations for clients.
- Develop weekly and monthly progress report protocols and templates for progress reporting and monitoring progress against them.
- Assist in risk assessment and mitigation plans.
- Monitor design, procurement, and construction progress for compliance with contract requirements.
- Provide effective support for projects in KSA. Identify areas of concern, analyse project schedule defects, recommend action plans, and advise corrective actions to schedule paths that lead to more control and enhanced project performance.
- Analyse program and project risks and advise the client of any schedule issues that will affect contract completion and ensure minimization of clashes and potential delays.
- Assist in preparing the master programme for projects. Incorporate and integrate contractors' programs of work into the master schedule of works.
- Prepare and provide Program Management Plan (PMP) in consultation with clients as a guide to project teams in performing their duties; to identify responsibilities and coordinate various actions and procedures into one comprehensive document.
- Develop the document control system and communication flow for projects including details on communication procedures and document control systems.
- Establish formal reporting protocols and templates on projects.
- Review contract documents thoroughly.
