Job requirements
- Must have an undergraduate engineering degree from a reputable university.
- Must possess a minimum of 20 years of total experience and at least 8 years GCC experience preferred.
- Experience working in enabling, reclamation, infrastructure, housing, and mixed-use projects.
- Client-side experience managing PMCs, LDCs, cost consultants, and other stakeholders.
- Strong experience in project controls management (PCM) of major capital projects.
- Strong pre-contract experience managing design and procurement activities.
- Demonstrate strong interpersonal, communication, reporting, and presentation skills.
- Independent worker who can work well with minimal supervision.
- Ability to manage resources within the local project control team.
- Possess good project background and proven English language technical writing ability and skills in the development of project control processes and procedures.
- PMP or other professional certifications.
- Advanced MS Office Suites.
- Experience in using Primavera P6, ACONEX, and Oracle suite.
- Sound knowledge of project controls practices, broad knowledge of cost, risk, change, and specific knowledge in earned value management.
- Extensive knowledge of best reporting practices in the areas of dashboards and KPIs.
Roles and responsibilities
The Senior Project Controls Manager's responsibilities include, but are not limited to:
- Leads a team of professional planners and schedulers to establish the baseline schedule.
- Evaluate current procedures to create more efficient and cost-effective management of resources in the following areas:
Procurement
Change orders
Document control and administrative practices
Invoicing and accounting
Programme close out
Extension of time (EOT) and dispute resolution - Monitors, analyses, and reports on project performance using qualitative and quantitative tools.
- Recommends and implements modifications to improve effectiveness and attain project milestones.
- Plans, coordinates, and monitors activities of assigned projects to develop and implement procedures, processes, and systems.
- Sets up Primavera Project Management System P6 (latest version) for program management across the planning team with all stakeholders.
- Reviews and updates project management plans relevant to project controls.
- Supports in preparing and maintaining the master programme for the project.
- Reviews and analyses data and schedules received from other organizations (designers, PMCs, and contractors).
- Plans and provides direction as required for the preparation of planning and scheduling control systems.
- Works with other functions such as procurement, technical, and logistics to understand their requirements and provide direction to the project control team.
- Assists in the consultant selection process for commercial and technical evaluation.
- Assists in establishing and delivering formal reporting arrangements on project progress for the client and project.
- Reviews contract documents, suggests changes for planning and programming aspects, and adds new clauses if necessary.
- Arranges planning workshops and meetings to discuss and assist contractors and consultants to close their planning and project control issues.
- Prepares "what if" scenarios for different types of project schedules to support the client.
- Reviews and analyses any claims and EOT requests.
- Conducts benchmarking data collection and analysis for similar projects (buildings and infrastructure).
- Makes recommendations for possible acceleration to the schedule.
- Assists in developing the document control system and communication flow for the project.
- Reviews schedule construction programmes received from contractors and analyses them in line with contractual requirements.
- Prepares progress presentations for the clients.
- Develops weekly and monthly progress report protocols and templates for progress reporting and monitoring progress against them.
- Assists in risk assessment and mitigation plans.
- Monitors design, procurement, and construction progress for compliance with contract requirements.
- Provides effective support for projects in KSA. Identifies project areas of concern, analyses project schedule defects, recommends action plans, and advises corrective action to schedule paths that lead to more control and enhanced project performance.
- Analyses program and project risks and advises the client of any schedule issues that will affect contract completion of the projects, ensuring minimization of clashes and potential delays.
- Assists in preparing the master programme for the projects. Incorporates and integrates the contractors' program of works into the master schedule of works.
- Prepares and provides the Program Management Plan (PMP) in consultation with clients as a guide to the project teams in performance of their duties; to identify responsibilities and coordinate various actions and procedures into one comprehensive document.
- Develops the document control system and communication flow for the projects including details on communication procedures and document control systems.
