Job description / Role

Employment: Full Time

The Senior Quantity Surveyor (SQS) develops the processes within a growing company to implement proportionate controls to enable construction costs to be managed by accurate measurement of works required, the application of experienced cost data and prices of labour, materials and plant required in the UAE.

Pre-construction responsibilities:
• Cost estimation and planning, prepares cost estimations based on pre-concept/concept/schematic/detailed design stages along with pre-tender estimates.
• Prepares, reviews and validates the Bills of Quantities from detailed design drawings.
• Collates and prepares specifications from designers to prepare project specification.
• Drafts the contract documentation to issue at tender and answers RFI (requests for information) throughout the tender phase.
• Manages the tender phase of the project providing detailed tender reporting and recommendations in order to prepare the formal contract and initial letter of award for authorized signatory, once the approvals have been given.
• Leads the Project team during the Tendering phase including the negotiation and execution of the project contract documentation to ensure the best quality suppliers, at the most competitive price are awarded according to the tendering process. This may require the design of pre-qualification documentation and the scoring of prospective bidders where not already within the approved contractor list.

Construction Responsibilities:
• Once the contract documents are executed, ensuring that they are distributed and securely stored. The SQS should have experience in the role of Engineer under the FIDIC forms of contract and the necessary delegations from the Employer along with the management of the notices and contractual instruments within the contracts.
• The SQS will then arrange for the preparation/maintenance of a projected project cash flow for all expenditure which will be actualized and adjusted during the project to provide detailed information regarding progress, future ordering of key components and the like.
• The successful applicant will prepare all notices, under the contract, in co-ordination with the Project Manager, and act as the responsible person for all contract matters on the project.

• The SQS will arrange the preparation of regular reports on the financial status of each project and is responsible for the processing of the contractors payments; to include but not limited to the inspection of the works, confirmation that necessary tests have been completed, in co-ordination with the Project Manager, certification of the due amount and liaison with the Finance team to ensure payment is paid in accordance with the contract documents.
• The SQS will be responsible for management of the bonds provided under the contract, all insurances required by the contract and advise the Project Manager for all aspects of the project including time/cost and quality and how the contract can be utilized to ensure a high quality output.

Post-construction:
• Ensures that the necessary documentations are issued in conjunction with the contract. The SQS will be responsible for the negotiation of the final account for the project.
• Support the Project Manager in the identification / evaluation / maintenance and mitigation of risk through the risk register in order to manage risks on an ongoing basis

Reporting / Database:
• Builds/manages and maintains a database of historical cost data for all aspects of works from service contracts through to small/medium and large repair and maintenance projects up to larger construction/refurbishment/remodeling projects to provide insights into the cost of elements of work to assist the whole team in service delivery for the Client.
• To prepare bid documents for new projects and to represent the company in negotiations, if required.

• Perform other duties as assigned by the Direct Manager.

Requirements

• Bachelor’s Degree in Quantity Surveying from an established University.
• Chartered Quantity Surveyor – Royal Institution of Chartered Surveyors (MRICS), minimum 5 years PQE (Post Qualification experience) experience.
• Preferably a Secondary degree with Facility Management bias.
• Minimum 5 years work experience as Senior Quantity Surveyor – preferable with experience in a Consultancy background ideally with some contractor experience.
• Minimum 3 years work experience in the Middle East preferable UAE
