Overview of the role:
The senior quantity surveyor is responsible for delivering comprehensive cost management, estimating, and contract administration services within approved financial limits for the AFGRE team in Dubai. The role involves advising project teams and clients on procurement, providing commercial advice to ensure risk minimization, and maximizing investment returns. The surveyor also supports line managers in providing services for various project portfolios, takes part in feasibility studies, and prepares cost data and presentations. This position requires interaction with project teams and clients to deliver on cost, time, and quality parameters effectively.
What you will do:
Technical responsibilities
- Analyze design and prepare cost estimates at different stages, including pre concept and concept.
- Prepare bill of quantities for projects as required.
- Support line manager in providing quantity surveying and commercial management services for portfolios or large projects.
- Advise AFGRE team and clients on procurement to meet time, quality, and cost objectives.
- Provide commercial advice to ensure risk minimization and best value for project investments.
- Assist in feasibility studies and presentations, including cost data interpretation and benchmarking.
- Report on project costs, budgets, risks, and opportunities.
- Provide pre and post-contract quantity surveying services, including cost estimating, budget reviews, and quantum analysis.
- Monitor project insurance policies ensuring appropriate coverage is maintained.
- Conduct prequalification of contractors and consultants and negotiate agreements.
- Prepare tender evaluation reports and advise on selection of tenderers.
- Administer post-contract consultancy and contractor agreements and prepare payment certificates.
People responsibilities
- Attend project meetings and monitor progress to identify QS and commercial issues.
- Ensure the project management team is aware of all pertinent QS and commercial issues through regular communication.
- Coordinate effectively with the project team on all project matters.
- Facilitate interactions between the project team, AFGRE team, and clients for seamless project delivery.
Process responsibilities
- Utilize standard form contracts in coordination with group legal for consultant and contractor agreements.
- Ensure compliance with AFGRE forms and processes to obtain internal approvals according to group policies.
- Review, understand, and implement commercial processes to enhance project team services.
- Prepare all necessary contract documentation using AFGRE standard forms, ensuring compliance with business and department procedures.
Customer interface
- Provide complete service interface between customers, commercial and procurement department, and contractors/suppliers.
- Ensure service requirements are met according to budget and program to guarantee customer satisfaction.
- Facilitate smooth communication between clients and service teams.
Required skills to be successful:
- Proficient in quantity surveying and commercial management.
- Strong knowledge of construction contracts and processes.
- Excellent communication skills, fluency in English is essential.
- Competence in project and risk management for large-scale projects.
What qualifies you for the role:
- Bachelor's degree in construction economics or quantity surveying, or equivalent.
- 7 to 10 years of experience in infrastructure, retail, residential, commercial, high rise, hospitality construction.
- Experience working on major projects, preferably on behalf of clients, contractors, or professional quantity surveying practices.
- Professional qualification (MRICS, MCIOB) is preferred but not necessary.
- Knowledge of FIDIC or other construction contracts.
- Proficiency in MS Office suites including MS Word, Excel, PowerPoint, and Autocad software.
- UAE experience is required. Proficiency in English is a must.
- Knowledge of proprietary measurement software and BIM (e.g., Revit) is advantageous but not mandatory.
