Job purpose:

Lead/participates in the development and verifies the implementation of the ADNOC HSE Standards, HSE Policies, associated procedures and guidelines. Provide professional advice related to industrial health & hygiene technical issues to enhance occupational health performance of the company.

  • Lead the development, tracking and ensuring proper implementation of ADNOC HSE strategic objectives in the field of occupational health & hygiene management.
  • Deliver technical inputs in the area of occupational health & hygiene prevention, technical problem solving, risk management to ensure HSE compliance.
  • Oversee planning of activities involving improvement of industrial health & hygiene functions for ADNOC to be implemented across ADNOC facilities.
  • Oversees/ADNOC Group companies for the development and implementation of the site/facility specific occupational health & hygiene prevention/protection measures, risk management and ensures HSE control measures are implemented.
  • Define, guide and provide recommendations for any occupational health impact assessment studies (for example, Project Health, Safety, Sustainability & Environmental Reviews (PHSSER) and Hazards and Operability studies (HAZOP)) for new and existing onshore/offshore facilities across ADNOC, on evaluation of possible risks of industrial major health hazards, health exposure control function, including control of substances hazardous to health (COSHH), to avoid unsafe working conditions in work locations/sites.
  • Analyze trends and potential occupational health hazards for short and long term impact and develop necessary actions to manage potential impacts on occupational health.
  • Provide professional advice and recommendations on the prevention of injuries/illness, contractor's health management system which is linked to the performance of the company.
  • Lead development and review of occupational health related reports and industrial health bio-markers to provide recommendations and further implementation of mitigation initiatives across ADNOC Group.
  • Inform, review, and advise on the occupational health and hygiene aspect findings and corrective action plan/report (CAP/R) of the HSE and OHMS reviews/audits/inspections/investigations conducted in line with applicable ADNOC regulations/guidelines, local and international regulations/standards.
  • Develop, coordinate and ensure implementation of periodic occupational health related educational programs with concerned personnel to promote a high level of awareness of the health hazards and effects specific to the operations concerned, other aspects and further provide occupational health related training for all employees in collaboration with other HSE teams.
  • Investigate reported suspected/confirmed occupational illness (includes COVID-19), non-accidental death (NAD), health, hygiene and welfare incidents/occurrences. Identify causes and provide recommendations to resolve/mitigate areas of concern.
  • Participate in verification of the classification of HSE incidents (people) occurring across the ADNOC companies; review final occupational health injury/illness classification forms with all relevant supporting documents including applicable lost work days/restricted work days and provide recommendations covering industrial health and hygiene aspects of prevention of injuries/illness with reference to ADNOC HSE OHMS standards and OSHA guidelines.
  • Lead the review of occupational health & hygiene surveys in the workplace not limited to heat stress monitoring, noise surveys, chemical exposure monitoring, asbestos surveys, lighting surveys, radiation surveys, ergonomic/fatigue/psychosocial surveys, etc.
  • Ensure the availability of adequate risk control measures and recommend protection methods to reduce insurance premiums.
  • Familiarize yourself with the latest UAE federal laws related to occupational health, regulations and applicable international standards (DoH Abu Dhabi, MoHaP UAE, ADAFSA OSHAD, EPA, OSHA, labor laws, FANR, NIOSH etc.).
  • Perform other similar or related additional duties as and when required and as assigned by Manager Environment and Occupational Health Department.

  • Train and develop the assigned staff on relevant skills to enable them to become proficient on the job and deliver the respective business objectives.

  • Provide input for preparation of the function/division/department/section budgets, assist in the implementation of the approved budget, and work plans to deliver business objectives.
  • Investigate and highlight any significant variances to support effective performance and cost control.

  • Implement approved function/division/department/section policies, processes, systems, standards and procedures in order to support execution of the work programs in line with company and international standards.

  • Contribute to the achievement of the approved performance objectives for the function/division/department/section in line with the company performance framework.

Innovation and continuous improvement

  • Design and implement new tools and techniques to improve the quality and efficiency of operational processes.
  • Identify improvements in internal processes against best practices in pursuit of greater efficiency in line with best industry standards in order to define intelligent solutions for issues confronting the function.

Health, safety, environment (HSE) and sustainability

  • Comply with relevant HSE policies, procedures, controls, applicable legislation, and sustainability guidelines in line with international standards, best practices and ADNOC code of practices.

Reports

  • Provide inputs to prepare MIS and progress reports for company management.

Communications & working relationships:

Internal

  • Periodic contacts and interface with all relevant ADNOC Group companies, contractors and 3rd party personnel to provide technical recommendations on occupational health, hygiene and other related issues/works according to company's established resources, procedures and professional standards.
  • Regular contacts with occupational health peers from other ADNOC Group companies personnel to discuss and improve ADNOC occupational health performance including other disciplines like Group Medical.

External

  • Frequent contacts with vendors and local authorities in the development and promotion of occupational health and hygiene issues.

Qualifications, experience, knowledge & skills:

Minimum qualification

  • Bachelor's degree in health science/engineering/medicine.

Minimum experience & knowledge & skills

  • 10 years of professional experience in HSE and occupational health & hygiene function, with 4-5 years in an oil & gas industry and similar industries.
  • Postgraduate membership/fellowship/associate fellowship training in occupational health and/or hygiene from an international forum/organization would be an advantage.
  • Must be proficient in English and have superior communication, influencing and interpersonal skills.
  • Able to demonstrate professional skills in managing activities within the HSE occupational health framework.
  • Strong skills in working through major organizational change.
  • Valid UAE driving license.
